| 4 | 4 | | 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: |

| 5 | 5 | | 1.5 Section 1. APPROPRIATION. |

| 6 | 6 | | 1.6 $1,000,000 in fiscal year 2026 is appropriated from the general fund to the Dakota |
|---|
| 7 | 7 | | 1.7County Community Development Agency for the Expo 2031 host organization. The Dakota |
|---|
| 8 | 8 | | 1.8County Community Development Agency must enter into an agreement with the host |
|---|
| 9 | 9 | | 1.9organization over the use of the money, which may be used for activities, including but not |
|---|
| 10 | 10 | | 1.10limited to necessary licensing fees as required by law for public-private partnerships, |
|---|
| 11 | 11 | | 1.11finalizing development planning, and reimbursement of costs incurred by the Dakota County |
|---|
| 12 | 12 | | 1.12Community Development Agency. The host organization and Dakota County Community |
|---|
| 13 | 13 | | 1.13Development Agency may be reimbursed for expenses 90 days prior to encumbrance. This |
|---|
| 14 | 14 | | 1.14appropriation is contingent on approval of the project by the International Association of |
|---|
| 15 | 15 | | 1.15Horticultural Producers and the Bureau International des Expositions. If the project is not |
|---|
| 16 | 16 | | 1.16approved by the International Association of Horticultural Producers and the Bureau |
|---|
| 17 | 17 | | 1.17International des Expositions, the money shall transfer to the Minnesota investment fund |
|---|
| 18 | 18 | | 1.18under Minnesota Statutes, section 116J.8731. This is a onetime appropriation and any |
|---|
| 19 | 19 | | 1.19unencumbered balance remaining at the end of the first year does not cancel but is available |
|---|
