44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATION.​
66 1.6 $1,000,000 in fiscal year 2026 is appropriated from the general fund to the Dakota​
77 1.7County Community Development Agency for the Expo 2031 host organization. The Dakota​
88 1.8County Community Development Agency must enter into an agreement with the host​
99 1.9organization over the use of the money, which may be used for activities, including but not​
1010 1.10limited to necessary licensing fees as required by law for public-private partnerships,​
1111 1.11finalizing development planning, and reimbursement of costs incurred by the Dakota County​
1212 1.12Community Development Agency. The host organization and Dakota County Community​
1313 1.13Development Agency may be reimbursed for expenses 90 days prior to encumbrance. This​
1414 1.14appropriation is contingent on approval of the project by the International Association of​
1515 1.15Horticultural Producers and the Bureau International des Expositions. If the project is not​
1616 1.16approved by the International Association of Horticultural Producers and the Bureau​
1717 1.17International des Expositions, the money shall transfer to the Minnesota investment fund​
1818 1.18under Minnesota Statutes, section 116J.8731. This is a onetime appropriation and any​
1919 1.19unencumbered balance remaining at the end of the first year does not cancel but is available​
2020 1.20for the second year.​
