44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. LIGHT RAIL TRANSIT PROJECTS; TEMPORARY MORATORIUM.​
66 1.6 Subdivision 1.Prohibition.(a) The Metropolitan Council must not expend any funds​
77 1.7for project development activities on light rail transit capital projects. The prohibition in​
88 1.8this section includes but is not limited to planning, analysis, predesign, design, engineering,​
99 1.9environmental analysis, land acquisition, and construction.​
1010 1.10 (b) The prohibition in this section does not apply to:​
1111 1.11 (1) the Southwest light rail transit (Green Line Extension) project; and​
1212 1.12 (2) payments to contractors for work performed prior to the effective date of this section.​
1313 1.13 Subd. 2.Expiration.This section expires on the date that the Southwest light rail transit​
1414 1.14(Green Line Extension) project commences revenue operation. The Metropolitan Council​
1515 1.15must submit a notification of the date to the revisor of statutes and to the chairs and ranking​
1616 1.16minority members of the legislative committees with jurisdiction over transportation policy​
1717 1.17and finance.​
1818 1.18 EFFECTIVE DATE; APPLICATION.This section is effective the day following​
1919 1.19final enactment and applies to the counties of Anoka, Carver, Dakota, Hennepin, Ramsey,​
2020 1.20Scott, and Washington.​
