55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 243.166, subdivision 1b, is amended to read:​
77 1.7 Subd. 1b.Registration required.(a) A person shall register under this section if:​
88 1.8 (1) the person was charged with or petitioned for a felony violation of or attempt to​
99 1.9violate, or aiding, abetting, or conspiracy to commit, any of the following, and convicted​
1010 1.10of or adjudicated delinquent for that offense or another offense arising out of the same set​
1111 1.11of circumstances:​
1212 1.12 (i) murder under section 609.185, paragraph (a), clause (2);​
1313 1.13 (ii) kidnapping under section 609.25;​
1414 1.14 (iii) criminal sexual conduct under section 609.342; 609.343; 609.344; 609.345; 609.3451,​
1515 1.15subdivision 3, paragraph (b); or 609.3453;​
1616 1.16 (iv) indecent exposure under section 617.23, subdivision 3; or​
1717 1.17 (v) surreptitious intrusion under the circumstances described in section 609.746,​
1818 1.18subdivision 1, paragraph (h);​
1919 1.19 (2) the person was charged with or petitioned for a violation of, or attempt to violate, or​
2020 1.20aiding, abetting, or conspiring to commit any of the following and convicted of or adjudicated​
2121 1.21delinquent for that offense or another offense arising out of the same set of circumstances:​

4040 2.11 (3) the person was sentenced as a patterned sex offender under section 609.3455,​
4141 2.12subdivision 3a; or​
4242 2.13 (4) the person was charged with or petitioned for, including pursuant to a court martial,​
4343 2.14violating a law of the United States, including the Uniform Code of Military Justice, similar​
4444 2.15to an offense or involving similar circumstances to an offense described in clause (1), (2),​
4545 2.16or (3), and convicted of or adjudicated delinquent for that offense or another offense arising​
4646 2.17out of the same set of circumstances.​
4747 2.18 (b) A person also shall register under this section if:​
4848 2.19 (1) the person was charged with or petitioned for an offense in another state similar to​
4949 2.20an offense or involving similar circumstances to an offense described in paragraph (a),​
5050 2.21clause (1), (2), or (3), and convicted of or adjudicated delinquent for that offense or another​
5151 2.22offense arising out of the same set of circumstances;​
5252 2.23 (2) the person enters this state to reside, work, or attend school, or enters this state and​
5353 2.24remains for 14 days or longer or for an aggregate period of time exceeding 30 days during​
5454 2.25any calendar year; and​
5555 2.26 (3) ten years have not elapsed since the person was released from confinement or, if the​
5656 2.27person was not confined, since the person was convicted of or adjudicated delinquent for​
5757 2.28the offense that triggers registration, unless the person is subject to a longer registration​
5858 2.29period under the laws of another state in which the person has been convicted or adjudicated,​
5959 2.30or is subject to lifetime registration.​
6060 2.31 If a person described in this paragraph is subject to a longer registration period in another​
6161 2.32state or is subject to lifetime registration, the person shall register for that time period​
6262 2​Section 1.​

6464 3.2delinquent.​
6565 3.3 (c) A person also shall register under this section if the person was committed pursuant​
6666 3.4to a court commitment order under Minnesota Statutes 2012, section 253B.185, chapter​
6767 3.5253D, Minnesota Statutes 1992, section 526.10, or a similar law of another state or the​
6868 3.6United States, regardless of whether the person was convicted of any offense.​
6969 3.7 (d) A person also shall register under this section if:​
7070 3.8 (1) the person was charged with or petitioned for a felony violation or attempt to violate​
7171 3.9any of the offenses listed in paragraph (a), clause (1), or a similar law of another state or​
7272 3.10the United States, or the person was charged with or petitioned for a violation of any of the​
7373 3.11offenses listed in paragraph (a), clause (2), or a similar law of another state or the United​
7474 3.12States;​
7575 3.13 (2) the person was found not guilty by reason of mental illness or mental deficiency​
7676 3.14after a trial for that offense, or found guilty but mentally ill after a trial for that offense, in​
7777 3.15states with a guilty but mentally ill verdict; and​
7878 3.16 (3) the person was committed pursuant to a court commitment order under section​
7979 3.17253B.18 or a similar law of another state or the United States.​
8080 3.18 (e) A person also shall register under this section if the person received a stay of​
8181 3.19adjudication under section 609.095, paragraph (b), for a charge of violating section 243.166;​
8282 3.20609.342; 609.343; 609.344; 609.345; 609.3451, subdivision 3; 609.3453; 617.246; or​
8383 3.21617.247, unless the offender is a juvenile and the court finds, on the record, that there is​
8484 3.22good cause to waive the registration requirement.​
