10 | 10 | | 1.10 (2) to provide more expansive aerial coverage for the purpose of searching for a missing |

11 | 11 | | 1.11person including but not limited to a missing child or vulnerable adult; |

12 | 12 | | 1.12 (2) (3) over a public event where there is a heightened risk to the safety of participants |

13 | 13 | | 1.13or bystanders; |

14 | 14 | | 1.14 (3) (4) to counter the risk of a terrorist attack by a specific individual or organization if |

15 | 15 | | 1.15the agency determines that credible intelligence indicates a risk; |
