7 | 7 | | 1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: |

8 | 8 | | 1.8 Section 1. TITLE. |
---|
9 | 9 | | 1.9 This act shall be known as the "Safe Haven In Every Local District (SHIELD) Act." |
---|
10 | 10 | | 1.10 Sec. 2. Minnesota Statutes 2024, section 123B.595, subdivision 4, is amended to read: |
---|
11 | 11 | | 1.11 Subd. 4.Facilities plans.(a) To qualify for revenue under this section, a school district |
---|
12 | 12 | | 1.12or intermediate district, not including a charter school, must have a ten-year facility plan |
---|
13 | 13 | | 1.13adopted by the school board and approved by the commissioner. The plan must include |
---|
14 | 14 | | 1.14provisions for implementing a health and safety program that complies with health, safety, |
---|
15 | 15 | | 1.15and environmental regulations and best practices, including indoor air quality management |
---|
16 | 16 | | 1.16and remediation of lead hazards. For planning purposes, the plan must also address provisions |
---|
17 | 17 | | 1.17for providing a gender-neutral single-user restroom at each school site. |

18 | 18 | | 1.18 (b) The facilities plan must also include a safe schools plan for each school site identifying |
---|
19 | 19 | | 1.19physical modifications to improve student and staff safety at the school site. |
---|
20 | 20 | | 1.20 (b) (c) The district must annually update the plan, submit the plan to the commissioner |
---|
21 | 21 | | 1.21for approval by July 31, and indicate whether the district will issue bonds to finance the |
---|

37 | 37 | | 2.7 Sec. 3. APPROPRIATION; SCHOOL SECURITY GRANTS. |
---|
38 | 38 | | 2.8 (a) $....... in fiscal year 2026 is appropriated from the general fund to the commissioner |
---|
39 | 39 | | 2.9of public safety to issue school security grants to school districts and charter schools, in |
---|
40 | 40 | | 2.10consultation with the Minnesota School Safety Center. |

41 | 41 | | 2.11 (b) A school district or charter school may apply for a grant in the form and manner |
---|
42 | 42 | | 2.12specified by the commissioner. The commissioner may establish timelines for grant |
---|
43 | 43 | | 2.13applications and may award grants in more than one round. Applications for the last round |
---|
44 | 44 | | 2.14of grants must be received by the commissioner no later than August 1, 2025. |
---|
45 | 45 | | 2.15 (c) The Minnesota School Safety Center must rank applicants based on the proposed |
---|
46 | 46 | | 2.16plan for school security system installation and the commissioner must award grants in a |
---|
47 | 47 | | 2.17manner consistent with the ranking. The grants must be awarded to schools located in all |
---|
48 | 48 | | 2.18geographic regions of the state and priority must be given to facilities serving the largest |
---|
49 | 49 | | 2.19number of students within that geographic region. |
---|
50 | 50 | | 2.20 (d) The Minnesota School Safety Center must prepare a list of vendors authorized to |
---|
51 | 51 | | 2.21provide the security services and products listed in this paragraph. The Minnesota School |
---|
52 | 52 | | 2.22Safety Center must only include vendors that have been operating for at least two years and |
---|
53 | 53 | | 2.23that have experience providing the school security services described in this paragraph. A |
---|
54 | 54 | | 2.24school district or charter school must use grant money to contract with an approved vendor |
---|
55 | 55 | | 2.25for implementation and installation of a comprehensive, multilayered, integrated security |
---|
56 | 56 | | 2.26system, including an evaluation of a school site's current security systems, and training for |
---|
57 | 57 | | 2.27school staff on using the security systems. The security systems must include a system to |
---|
58 | 58 | | 2.28alert local law enforcement of an immediate security threat within each room in the school. |
---|
59 | 59 | | 2.29A comprehensive, multilayered, integrated security system must include as many of the |
---|
60 | 60 | | 2.30following components that an authorized vendor determines may be installed: |
---|
61 | 61 | | 2.31 (1) bullet-resistant interior doors and windows; |
---|
62 | 62 | | 2.32 (2) ballistic wall panels; |
---|
63 | 63 | | 2.33 (3) magnetic door-locking systems; |
---|

84 | 84 | | 3.20 (g) By February 1 following each year a grant is awarded under this section, the |

85 | 85 | | 3.21Minnesota School Safety Center must report to the commissioner of public safety on the |

86 | 86 | | 3.22number and amount of grant awards, a description of each grant recipient's purchased items |
---|
87 | 87 | | 3.23and the vendors contracted for school security system installation and technical assistance, |

88 | 88 | | 3.24and considerations for future school security grant funding, management, and installation. |

89 | 89 | | 3.25Within two weeks of receiving a report from the Minnesota School Safety Center, the |
---|
90 | 90 | | 3.26commissioner of public safety must provide the report to the chairs and ranking minority |
---|
91 | 91 | | 3.27members of the legislative committees with jurisdiction over kindergarten through grade |
---|
92 | 92 | | 3.2812 education policy and finance, and public safety policy and finance. |
---|
93 | 93 | | 3.29 (h) This is a onetime appropriation and is available until June 30, 2028. |
