1.2 relating to state government; limiting growth of state employment.​
1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.4 Section 1. LIMITING GROWTH IN STATE EMPLOYMENT BASED ON STATE​
1.5POPULATION.​
1.6 The percentage growth of the total number of full-time equivalent positions employed​
1.7by all executive branch state agencies from one fiscal year to the next must not exceed the​
1.8percentage growth of the state population during the same time frame, as projected by the​
1.9state demographer. "Executive branch state agencies" as used in this section has the meaning​
1.10given for the same term in Minnesota Statutes, section 16A.011, subdivision 12a, and does​
1.11not include Minnesota State Colleges and Universities.​
