veterinarymedicine.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Chapter340,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection340.201,toreadasfollows:
340.201.1.Thegeneralassemblyherebyoccupiesandpreemptstheentirefield
2oflegislationconcerningthepracticeofveterinarymedicineregulatedunderthis
3chapter.Apoliticalsubdivisionofthisstateispreemptedfromenacting,maintaining,or
4enforcinganyorder,ordinance,rule,regulation,policy,orothersimilarmeasurethat
5prohibits,restricts,limits,regulates,controls,directs,orinterfereswiththepracticeof
6veterinarymedicine.
7 2.Nothinginthissectionshallprecludeorpreemptapoliticalsubdivisionofthis
8statefromexercisingitslawfulauthoritytoregulatezoningorlanduse,toenforcea
9buildingorfirecoderegulation,toimposeataxorlicensefeefortheprivilegeof
10carryingontheprofessionofveterinarymedicineconsistentwiththelawsregulating
11suchtaxesorlicensefees,torequirevaccinationsandlicensingofanimalskeptwithin
12theboundariesofthepoliticalsubdivision,toprohibitanimalabuse,orotherwiseto
13regulateforthegeneralhealth,safety,sanitation,andwelfareaslongastheorder,
14ordinance,rule,regulation,policy,orothermeasuredoesnotinterferewith,restrict,or
15limittheabilityofalawfullylicensedpersonfromengaginginanyactorperforming
16anyprocedurethatfallswithintheprofessionallyrecognizedscopeofpracticeof
17veterinarymedicine.
