Thisbillcreatesthe"StoptheBleedAct",defines"bleeding
controlkits"andrequirestheDepartmentofElementaryand
SecondaryEducation(DESE)todevelopatraumaticbloodloss
protocolforschoolpersonalbyJanuary1,2023.
Thebilloutlinesthespecificrequirementsforthebloodloss
protocolwhichshallincludeableedingcontrolkitineach
classroominaschooldistrict. Additionally,eachdistrictmust
designateaminimumoffiveschoolpersonneltoreceiveannual
trainingontheuseofabloodcontrolkit.
ThebillrequiresDESEandeachschooldistrictandcharterschool
tomaintaininformationregardingthetraumaticbloodlossprotocol
andtheStoptheBleednationalawarenesscampaignontheir
respectivewebsites. However,anyschooldistrictorcharter
schoolthathasatraumaticbloodlossprotocolpriortothe
effectivedateofthissectionshallbeexemptfromthe
requirementsofthisbill.
