No. 3942H.02C Bill No. HCS for HB 1757 Page 3 of January 27, 2022 RAS:LR:OD FISCAL ANALYSIS ASSUMPTION Officials from the Office of Administration – Facilities Management, Design & Construction (FMDC) believe that they already perform all of the activities requested within this legislation. However, there would be additional hours to compile this information for the task force. FMDC estimates approximately 300 hours to compile this data at a rate of $42 per hour at a total cost of $12,600. At this time, it is believed that these costs can be absorbed by FMDC. However, if there are multiple pieces of legislation passed where FMDC has responded that the costs can be absorbed, FMDC would need to reevaluate to see if additional staff and associated expenses would then be required. Officials from the Office of the Governor state this bill adds to the Governor’s current load of appointment duties. Individually, additional requirements should not fiscally impact the Office of the Governor. However, the cumulative impact of additional appointment duties across all enacted legislation may require additional resources for the Office of the Governor. Officials from the Missouri House of Representatives and the Joint Committee on Legislative Research each assume the proposal will have no fiscal impact on their respective organizations. Oversight notes that the above-mentioned agencies have stated the proposal would not have a material direct fiscal impact on their respective organizations. Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero impact on the fiscal note. Officials from the Missouri Senate state they anticipate a negative fiscal impact to the Senate Contingent appropriation to reimburse 3 Senators for travel to task force meetings. In summary, it will cost approximately $384 per meeting. Officials from the Office of the State Courts Administrator state there may be some impact but there is no way to quantify that currently. Any significant changes will be reflected in future budget requests. Oversight assumes reimbursing members of the new State Building Usage Task Force for actual and necessary expenses would not create a material fiscal impact to the state. FY 2024FY 2025$0$0$0 FISCAL IMPACT – Small Business No direct fiscal impact to small businesses would be expected as a result of this proposal. FISCAL DESCRIPTION This bill establishes the "State Building Usage Task Force". The duties of the Task Force will be to evaluate the conditions of all state government-owned and leased real properties, as well as the current funding received for maintaining each real property. Real properties owned and leased by public schools are excluded from the Task Force's evaluations. . This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
