67.930.Inanycountyofthethirdorfourthclassificationinwhichthefederal
2government,thestate,thecounty,andmunicipalitiescollectivelyownatleasttwenty
3percentofrealproperty,thestateandanydepartmentorpoliticalsubdivisionthereof,
4exceptanystatedepartmentoragencywithconstitutionalauthoritytoacquirereal
