protection.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section71.014,RSMo,isrepealedandtwonewsectionsenactedinlieu
2thereof,tobeknownassections71.014and71.395,toreadasfollows:
71.014.1.Notwithstandingtheprovisionsofsection71.015,thegoverningbodyof
2anycity,town,orvillagewhichislocatedwithinacountywhichbordersacountyofthefirst
3classificationwithacharterformofgovernmentwithapopulationinexcessofsixhundred
4fiftythousand,proceedingasotherwiseauthorizedbylaworcharter,mayannex
5unincorporatedareaswhicharecontiguousandcompacttotheexistingcorporatelimits
6uponnotarizedpetitionrequestingsuchannexationsignedbytheownersofallfeeinterestsof
7recordinalltractslocatedwithintheareatobeannexed.Thatapetitionrequesting
8annexationisnotorwasnotverifiedornotarizedshallnotaffectthevalidityofanannexation
9heretoforeorhereafterundertakeninaccordancewiththissection.
10 2.Anyactionofanykindseekingtodeannexfromanycity,town,orvillageanyarea
11annexedunderthissection,orseekinginanywaytoreverse,invalidate,setaside,or
12otherwisechallengesuchannexationoroustsuchcity,town,orvillagefromjurisdictionover
13suchannexedareashallbebroughtwithinfiveyearsofthedateofadoptionoftheannexation
14ordinance.
15 3.Notwithstandingsubsection2ofthissection,ifatanytimeacity,town,or
16villagethatannexedanareathatwaspartofafireprotectiondistrictspendsmorethan
17threepercentofitsbudgettoprovidefireprotectiontotheannexedportion,either
18throughcontractedservicesorannexationfees,then:

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 19 (1)Thecity,town,orvillageshallnolongerprovidefireprotectiontothe
20annexedareanorimposetaxesforfireprotectiononpropertywithintheannexedarea;
21and
22 (2)Thefireprotectiondistrictshallagainprovidefireprotectiontotheannexed
23areaandmayimposetaxesforfireprotectiononpropertywithintheannexedareaat
24thesamerateastherestofthefireprotectiondistrict.
71.395.Notwithstandinganyprovisiontothecontrary,thecostsofinstallinga
2firehydrant,excludingdryfirehydrants,withinthecitylimitsofanincorporatedcity
3shallbepaidbythecity.Ifacitycannotordoesnotpayfortheinstallationofsucha
4firehydrant,thecityshallnotrequiretheinstallationofanysuchfirehydrant.
