Thisbillcreatesprocedurestoappointcommissionerstoany
conventioncalledunderArticleVoftheConstitutionoftheUnited
States.AfterornearthetimeanArticleVconventioniscalled,
ajointlegislativecommitteeshallbecreatedtorecommendnames
andsubmitrecommendedinstructionsforcommissionerstoa
conventionwithsuchrecommendedappointmentsandinstructions
subjecttoapprovalbytheGeneralAssembly. Byconcurrent
resolution,theGeneralAssemblymaychangeorsupersedeanyaction
ofthejointlegislativecommittee,recallcommissionersor
alternatestotheconvention,orappointnewcommissionersor
alternates.

Assemblythenecessarydiscretiontoselectandcontrolthe
behaviorofcommissionersassignedtoanArticleVconvention.
