327.312.1.BeforeJanuary1,2024,anypersonmayapplytotheboardfor
2enrollmentasalandsurveyor-in-trainingwhoisahighschoolgraduate,orwhoholdsa
3Missouricertificateofhighschoolequivalence(GED),andeither:
4 (1)Hasgraduatedandreceivedabaccalaureatedegreeinanapprovedcurriculumas
5definedbyboardregulationwhichshallincludeatleasttwelvesemesterhoursofapproved
6surveyingcourseworkasdefinedbyboardregulationofwhichatleasttwosemesterhours
7shallbeinthelegalaspectsofboundarysurveying;or
8 (2)Haspassedatleastsixtyhoursofcollegecreditwhichshallincludecreditforat
9leasttwentysemesterhoursofapprovedsurveyingcourseworkasdefinedbyboard
10regulationofwhichatleasttwosemesterhoursshallbeinlegalaspectsofboundary
11surveyingandpresentevidencesatisfactorytotheboardthatinadditiontheretosuchperson
12hasatleastoneyearofcombinedprofessionalofficeandfieldexperienceinlandsurveying
13projectsundertheimmediatepersonalsupervisionofaprofessionallandsurveyor;or
14 (3)Haspassedatleasttwelvesemesterhoursofapprovedsurveyingcourseworkas
15definedbyboardregulationofwhichatleasttwosemesterhoursshallbeinlegalaspectsof
16landsurveyingandinadditiontheretohasatleasttwoyearsofcombinedprofessionaloffice
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 17andfieldexperienceinlandsurveyingprojectsundertheimmediatepersonalsupervisionofa
18professionallandsurveyor.Pursuanttothisprovision,notmorethanoneyearofsatisfactory
19postsecondaryeducationworkshallcountasequivalentyearsofsatisfactorylandsurveying
20workasaforementioned.
21 2.Theboardshallissueacertificateofcompletiontoeachapplicantwhosatisfiesthe
22requirementsoftheaforementionedlandsurveyor-in-trainingprogramandpassessuch
23examinationorexaminationsasshallberequiredbytheboard.
24 3.BeginningJanuary1,2024,andcontinuingthereafter,anypersonmayapply
25totheboardforenrollmentasalandsurveyorinternwhoisahighschoolgraduate,or
26whoholdsahighschoolequivalencycertificate,andhaspassedanyexamination
27requiredbytheboardundersection327.331.
327.313.Applicationsforenrollmentasalandsurveyor-in-trainingorlandsurveyor
2internshallbetypewrittenonprescribedformsfurnishedtotheapplicant.Theapplication
3shallcontainapplicant'sstatementsshowingtheapplicant'seducation,experience,andsuch
4otherpertinentinformationastheboardmayrequire.Eachapplicationshallcontaina
5statementthatitismadeunderoathoraffirmationandthattherepresentationsaretrueand
6correcttothebestknowledgeandbeliefoftheapplicant,subjecttothepenaltiesofmakinga
7falseaffidavitordeclarationandshallbeaccompaniedbytherequiredfee.
327.314.1.BeforeJanuary1,2024,anypersonmayapplytotheboardforlicensure
2asaprofessionallandsurveyorwhohasbeenenrolledasalandsurveyor-in-trainingandhas
3presentedevidencetothesatisfactionoftheboardthatsaidpersonhasacquiredatleastfour
4yearsofsatisfactoryprofessionalfieldandofficeexperienceinlandsurveyingfromthedate
5ofenrollmentasalandsurveyor-in-training.Thisexperienceshallhavebeenunderthe
6immediatepersonalsupervisionofaprofessionallandsurveyor.
7 2.BeginningJanuary1,2024,andcontinuingthereafter,anypersonmayapply
8totheboardforlicensureasaprofessionallandsurveyorwhopresentsevidence
9satisfactorytotheboardthatthepersonhascompleted,inanyorder,thefollowing
10educational,experience,andexaminationrequirements:
11 (1)Theapplicantshallbeahighschoolgraduateorholdahighschool
12equivalencycertificate,andtheapplicantshallhave:
13 (a)Graduatedandreceivedabaccalaureatedegreeinanapprovedcurriculum,
14asdefinedbytheboard,whichshallincludeatleastfifteensemesterhoursofapproved
15surveyingcoursework,asdefinedbytheboard,ofwhichatleastsixsemesterhoursshall
16beinthelegalaspectsofboundarysurveying;
17 (b)Passedatleastsixtyhoursofcollegecredit,whichshallincludeatleastfifteen
18semesterhoursofapprovedsurveyingcoursework,asdefinedbytheboard,ofwhichat
19leastsixsemesterhoursshallbeinlegalaspectsofboundarysurveying;or

21definedbytheboard,ofwhichatleastsixsemesterhoursshallbeinlegalaspectsofland
22surveying;
23 (2)Theapplicantshallhaveacquiredexperienceasfollows:
24 (a)Anapplicantwhocompletedtheeducationalrequirementsunderparagraph
25(a)ofsubdivision(1)ofthissubsectionshallhaveacquiredatleastfouryearsof
26satisfactoryfieldandofficeexperienceinlandsurveyingundertheimmediatepersonal
27supervisionofaprofessionallandsurveyor;
28 (b)Anapplicantwhocompletedtheeducationalrequirementsunderparagraph
29(b)ofsubdivision(1)ofthissubsectionshallhaveacquiredatleastfiveyearsof
30satisfactoryfieldandofficeexperienceinlandsurveyingundertheimmediatepersonal
31supervisionofaprofessionallandsurveyor;and
32 (c)Anapplicantwhocompletedtheeducationalrequirementsunderparagraph
33(c)ofsubdivision(1)ofthissubsectionshallhaveacquiredatleastsixyearsof
34satisfactoryfieldandofficeexperienceinlandsurveyingundertheimmediatepersonal
35supervisionofaprofessionallandsurveyor.Underthisparagraph,uptooneyearof
36postsecondaryeducation,approvedbytheboard,maycountasequivalentfieldand
37officeexperience;and
38 (3)Theapplicantshallhavepassedanyexaminationsrequiredbytheboard
39undersection327.331.
40 3.Anypersonwhoenrolledasalandsurveyor-in-trainingbeforeJanuary1,
412024,shallbelicensedasaprofessionallandsurveyoruponmeetingthelicensing
42requirementsastheyexistedonAugust27,2022.
327.331.1.Afterithasbeendeterminedthatanapplicantpossessesthe
2qualificationsentitlingtheapplicanttobeexamined,eachapplicantforexaminationand
3enrollmentasalandsurveyor-in-trainingorlandsurveyorinternandforexaminationand
4licensureasaprofessionallandsurveyorinMissourishallappearbeforetheboardorits
5representativesforexaminationatthetimeandplacespecified.
6 2.Theexaminationorexaminationsshallbeofsuchform,contentanddurationas
7shallbedeterminedbytheboardtothoroughlytestthequalificationsofeachapplicantto
8becomeenrolledasalandsurveyor-in-trainingorlandsurveyorinternortobecome
9licensedasaprofessionallandsurveyorinMissouri.
10 3.Anyapplicanttobeeligibleforenrollmentorforlicensemustmakeagradeonthe
11applicableexaminationofatleastseventypercent.
HB2191 3 12 4.Anypersonwhopassestheexaminationhereinabovespecifiedshallbeentitledto
13beenrolledasalandsurveyor-in-trainingorlandsurveyorinternorlicensedasa
14professionallandsurveyor,asthecasemaybe,inMissouriandshallreceiveacertificateof
15enrollmentoralicense,asthecasemaybe.
