Thisbillestablishesthe"MissouriStateEmployeeWork-From-
AnywhereTaskForce"todeterminebestpoliciesforallowingstate
employeestoworkfromhomeorremotely. Alltypesofremote-work
arrangementsandregionsofthestatewillbeconsidered. The
membershipshallconsistof:
(1)ThreemembersoftheHouseofRepresentatives, twoappointed
bytheSpeakerandoneappointedbytheMinorityFloorLeader;
(2)ThreemembersoftheSenate,twomembersappointedbythe
PresidentProTemandoneappointedbytheMinorityFloorLeader;
(3)TheCommissioneroftheOfficeofAdministration orhisorher
designee;
(4)FourmembersappointedbytheGovernor;
(5)ThreemembersappointedbytheSpeakeroftheHouseof
Representatives asspecifiedinthebill;
(6)OnememberrepresentingtheDepartmentofEconomic
Development;
(7)OnememberrepresentingtheDepartmentofHigherEducationand
WorkforceDevelopment;and
(8)OnememberappointedbytheSpeakeroftheHouseof
Representatives whorepresentsaMissouri-basedtechnology
provider.
ThetimeframeofoperationsfortheTaskForceisspecifiedinthe
bill.Onlyactualandnecessarymemberexpensesforattending
meetingswillbesubjecttocompensation. TheTaskForceshall
issueareportofitsactivitiestotheGeneralAssemblybefore
August28,2023andshallresumeoperationswithnewmembersas
specifiedinthebill.Recommendations willcontinuetobe
providedeverytwoyearstotheGeneralAssembly.
PROPONENTS: Supporterssaythatthebillseekstoaddresspandemic
emergencysituationssuchasCOVIDchallengeswheretheemployees
needtoworkremotely. Approximately25%oftheworkforceworks fromhomewhichhasresultedinjobsatisfactionandprovidedthe
necessaryflexibility. Thebillseekstocoverareaswherethe
peopledon'thaveInternetavailabletodownloadanapplication
softwaretoamobiledevice.About85-90%ofthecompaniesrequire
anindividualtouploadresumestoaMobileApp.TheTaskForce
establishedbythebillwillexaminetheITinfrastructure and
associatedcosts.
