BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows: SectionA.Section32.300,RSMo,isrepealedandonenewsectionenactedinlieu 2thereof,tobeknownassection32.300,toreadasfollows: 32.300.1.Inacountywherepersonalpropertytaxrecordsareaccessiblevia 2computer,andwhenproofofmotorvehicleliabilityinsurance,safetyinspectionsand 3emissioninspectionswhererequiredareverifiablebycomputer,thedepartmentofrevenue 4shalldesignandimplementamotorvehiclelicenserenewal[system] programwhichmaybe 5usedthroughthedepartment'sinternetwebsiteconnection.Thedepartmentofrevenueshall 6alsodesignandimplementanonlinesystemallowingthefilingandpaymentofMissouristate 7taxesthroughthedepartment'sinternetwebsiteconnection.Theonlinetaxfilingand 8paymentsystemshallbeavailableforthepaymentofMissouristatetaxesfortaxyears 9beginningonorafterJanuary1,2002. 10 2.Thedepartmentofrevenueisherebyauthorizedtodesignandimplementaremote 11driver'slicenserenewal[systemwhichmaybeusedthroughthedepartment'sinternetwebsite 12connectionorthroughself-serviceterminalsavailableatoneormorelocationswithinthe 13state]program. Anyremotedriver'slicenserenewal[system] programimplementedbythe 14departmentshallbecompliantwiththeprovisionsofthefederalREALIDActof2005 15(PublicLaw108-13),asamended,theCommercialMotorVehicleSafetyActof1986(Title 16XIIofPublicLaw99-570),asamended,theUSAPATRIOTActof2001(TitleXofPublic 17Law107-56),asamended,andanyregulationsrelatedthereto. EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18 3.Notwithstandinganyprovisionoflawtothecontrary,applicantswhohaveapplied 19inpersonandreceivedadriver'sornondriver'slicenseinaccordancewithchapter302may 20applyfornomorethanoneconsecutivethree-yearorsix-yearlicenserenewalremotelyin 21accordancewiththissection.Remoteapplicationforrenewalshallbemadewithinsix 22monthsbeforeoraftertheexpirationdateofthelicenseinaccordancewithsection302.173. 23 4.Applicantsforremotedriver'slicenserenewalinaccordancewiththissectionshall 24notberequiredtocompletethehighwaysignrecognitiontestrequiredundersection302.173 25unlessthedepartmenthastechnologythatmaybeusedremotelyforsuchpurpose. 26Applicantsforremotedriver'slicenserenewalinaccordancewiththissectionshallnotbe 27requiredtocompletethevisiontestestablishedundersection302.175,providedtheapplicant 28shallcertifyunderpenaltyoflawthattheapplicant'svisionsatisfiestherequirementsof 29section302.175andthattheapplicanthasundergoneanexaminationofeyesightbyalicensed 30ophthalmologistoralicensedoptometristwithinthelasttwelvemonths.Asaconditionfor 31renewalinaccordancewiththissection,theapplicantshallauthorizetheexchangeofvision 32andmedicalinformationbetweenthedepartmentandtheapplicant'sophthalmologistor 33optometrist,andshallbeatleasttwenty-oneyearsofagebutlessthan[fifty] seventyyearsof 34age.[Theophthalmologistoroptometristshallhavefourbusinessdaystoconfirmordeny 35thevisionandmedicalinformationoftheapplicant.Ifnoresponseisreceivedbythe 36department,thedepartmentshallacceptthevisionandmedicalinformationprovidedfor 37processingtherenewalapplication.] 38 5.Toimplementtheremotedriver'slicenserenewalprogram,thedepartment 39maycontractwithathirdpartyandauthorizethethirdpartytocollectatransactionfee 40incidentaltousingtheremoterenewalprogram. ✔ HB2664 2
