1010 To repeal sections 115.365, 115.603, 115.619, and 115.621, RSMo, and to enact in lieu thereof
1111 four new sections relating to county commission district political party committees.

1313 Be it enacted by the General Assembly of the State of Missouri, as follows:
1414 Section A. Sections 115.365, 115.603, 115.619, and 1
1515 115.621, RSMo, are repealed and four new sections enacted i n 2
1616 lieu thereof, to be known as sections 115.365, 115.603, 115.619, 3
1717 and 115.621, to read as follows:4
1818 115.365. 1. The nominating committee authorized to 1
1919 select a candidate for nomination or election to office 2
2020 pursuant to section 115.363 shall be on e of the following: 3
2121 (1) To select a candidate for [county] countywide 4
2222 office, the nominating committee shall be the county 5
2323 committee of the party , provided that in the case a vacancy 6
2424 in the county commission to be filled by a special election, 7
2525 or to select a candidate for county commissioner, county 8
2626 council, or county legislator, the nominating committee 9
2727 shall be the county commission district committee ; 10
2828 (2) To select a candidate for state representative, 11
2929 the nominating committee shall be the legislative district 12
3030 committee of the party; 13
3131 (3) To select a candidate for state senator, the 14
3232 nominating committee shall be the senatorial district 15

3434 (4) To select a candidate for circuit court judge not 17
3535 subject to the provisions of Article V, Section 25 of the 18
3636 State Constitution, the nominating committee shall be the 19
3737 judicial district committee of the party; 20
3838 (5) To select a candidate for representative in 21
3939 Congress, the nominating committee shall be the 22
4040 congressional district committee of the party; 23
4141 (6) To select a candidate for statewide office, the 24
4242 nominating committee shall be the state committee of the 25
4343 party. 26
4444 2. After any decennial redistricting, the nominating 27
4545 committee shall be compose d from the new districts, and the 28
4646 new district lines shall be used in the selection of a 29
4747 candidate; provided, however, that members of nominating 30
4848 committees for candidates for special elections to fill 31
4949 vacancies conducted pursuant to section 21.130 sha ll be from 32
5050 the old districts. 33
5151 115.603. Each established political party shall have a 1
5252 state committee, a congressional district committee for each 2
5353 congressional district in the state, a judicial district 3
5454 committee for each circuit ju dge district in the state not 4
5555 subject to the provisions of Article V, Section 25 of the 5
5656 state constitution, a senatorial district committee for each 6
5757 senatorial district in the state, a legislative district 7
5858 committee for each legislative district in the state, a 8
5959 county commission district committee for each county 9
6060 commission district, county council district, and county 10
6161 legislative district in each county in the state, and a 11
6262 county committee for each county in the state, except any 12
6363 city not within a county which shall have a city committee 13

6565 115.619. 1. A legislative district committee shall 1
6666 consist of the precinct, ward, or township committeeman and 2
6767 committeewoman from such precincts, wards, or to wnships 3
6868 included in whole or in part of the legislative district. 4
6969 There shall be elected from the membership of each 5
7070 legislative district committee a chairman and a vice 6
7171 chairman, one of whom shall be a woman and one of whom shall 7
7272 be a man, and each legislative district at the same time 8
7373 shall elect a secretary and a treasurer, one of whom shall 9
7474 be a woman and one of whom shall be a man, but who may or 10
7575 may not be members of the legislative district committee. 11
7676 Party state committees may provide for voting by proxy and 12
7777 for weighted or fractional voting. 13
7878 2. The congressional, senatorial, or judicial 14
7979 committee of a district which is composed of: 15
8080 (1) One or more whole counties; or 16
8181 (2) One or more whole counties and part of one or mor e 17
8282 counties; 18
8383 shall consist of the county committee chair and vice chair 19
8484 of each county within the district and the committeeman and 20
8585 committeewoman of each legislative district committee within 21
8686 the district. 22
8787 3. The congressional, senatorial, or jud icial 23
8888 committee of a district which consists of: 24
8989 (1) Parts of one or more counties; 25
9090 (2) Part of a city not within the county; 26
9191 (3) A whole city not within a county; or 27
9292 (4) Part of a city not within a county and parts of 28
9393 one or more counties; 29 SB 901 4
9494 shall consist of the committeemen and committeewomen of the 30
9595 precinct, ward, or township included in whole or in part of 31
9696 the district and the chair and vice chair of each 32
9797 legislative district committee within the district in whole 33
9898 or in part. 34
9999 4. A county commission district committee shall 35
100100 consist of the precinct, ward, or township committeeman and 36
101101 committeewoman from such precincts, wards, or townships 37
102102 included in whole or in part of the county commission 38
103103 district, county council di strict, or county legislative 39
104104 district, as the case may be. There shall be elected from 40

107107 one of whom shall be a man, and each county commission 43
108108 district committee at the same time shall elect a secretary 44

112112 committees may provide for voting by proxy and for weighted 48

114114 115.621. 1. Notwithstanding any other provision of 1
115115 this section to the contrary, any legislative, senatorial, 2
116116 or judicial district committee that is wholly cont ained 3
117117 within a county or a city not within a county may choose to 4
118118 meet on the same day as the respective county or city 5
119119 committee. All other committees shall meet as otherwise 6
120120 prescribed in this section. 7
121121 2. The members of each county committee s hall meet at 8
122122 the county seat not earlier than two weeks after each 9
123123 primary election but in no event later than the third 10
124124 Saturday after each primary election, at the discretion of 11
125125 the chairman at the committee. In each city not within a 12 SB 901 5
126126 county, the city committee shall meet on the same day at the 13
127127 city hall. In all counties of the first, second, and third 14
128128 classification, the county courthouse shall be made 15
129129 available for such meetings and any other county political 16
130130 party meeting at no charge to the party committees. In all 17
131131 cities not within a county, the city hall shall be made 18
132132 available for such meetings and any other city political 19
133133 party meeting at no charge to the party committees. At the 20
134134 meeting, each committee shall organize by electing t wo of 21
135135 its members, a man and a woman, as chair and vice chair, and 22
136136 a man and a woman who may or may not be members of the 23
137137 committee as secretary and treasurer. 24
138138 3. The members of each congressional district 25
139139 committee shall meet at some place and t ime within the 26
140140 district, to be designated by the current chair of the 27
141141 committee, not earlier than five weeks after each primary 28
142142 election but in no event later than the sixth Saturday after 29
143143 each primary election. The county courthouse in counties of 30
144144 the first, second and third classification in which the 31
145145 meeting is to take place, as designated by the chair, shall 32
146146 be made available for such meeting and any other 33
147147 congressional district political party committee meeting at 34
148148 no charge to the committee. At the meeting, the committee 35
149149 shall organize by electing one of its members as chair and 36
150150 one of its members as vice chair, one of whom shall be a 37
151151 woman and one of whom shall be a man, and a secretary and a 38
152152 treasurer, one of whom shall be a woman and o ne of whom 39
153153 shall be a man, who may or may not be members of the 40
154154 committee. 41
155155 4. The members of each legislative district committee 42
156156 shall meet at some place and date within the legislative 43
157157 district or within one of the counties in which the 44 SB 901 6
158158 legislative district exists, to be designated by the current 45
159159 chair of the committee, not earlier than three weeks after 46
160160 each primary election but in no event later than the fourth 47
161161 Saturday after each primary election. The county courthouse 48
162162 in counties of the first, second and third classification in 49
163163 which the meeting is to take place, as designated by the 50
164164 chair, shall be made available for such meeting and any 51
165165 other legislative district political party committee meeting 52
166166 at no charge to the committee. At the meeting, the 53
167167 committee shall organize by electing two of its members, a 54
168168 man and a woman, as chair and vice chair, and a man and a 55
169169 woman who may or may not be members of the committee as 56
170170 secretary and treasurer. 57
171171 5. The members of each senatori al district committee 58
172172 shall meet at some place and date within the district, to be 59
173173 designated by the current chair of the committee, if there 60
174174 is one, and if not, by the chair of the congressional 61
175175 district in which the senatorial district is principally 62
176176 located, not earlier than four weeks after each primary 63
177177 election but in no event later than the fifth Saturday after 64
178178 each primary election. The county courthouse in counties of 65
179179 the first, second and third classification in which the 66
180180 meeting is to take place, as so designated pursuant to this 67
181181 subsection, shall be made available for such meeting and any 68
182182 other senatorial district political party committee meeting 69
183183 at no charge to the committee. At the meeting, the 70
184184 committee shall organize by electin g one of its members as 71
185185 chair and one of its members as vice chair, one of whom 72
186186 shall be a woman and one of whom shall be a man, and a 73
187187 secretary and a treasurer, one of whom shall be a woman and 74
188188 one of whom shall be a man, who may or may not be members of 75

190190 6. The members of each senatorial district shall also 77
191191 meet at some place within the district, to be designated by 78
192192 the current chair of the committee, if there is one, and if 79
193193 not, by the chair of the congressional district in wh ich the 80
194194 senatorial district is principally located, on the Saturday 81
195195 after each general election or concurrently with the 82
196196 election of senatorial officers, if designated or not 83
197197 objected to by the chair of the congressional district where 84
198198 the senatorial district is principally located. At the 85
199199 meeting, the committee shall proceed to elect two registered 86
200200 voters of the district, one man and one woman, as members of 87
201201 the party's state committee. 88
202202 7. The members of each judicial district may meet at 89
203203 some place and date within the judicial district or within 90
204204 one of the counties in which the judicial district exists, 91
205205 to be designated by the current chair of the committee or 92
206206 the chair of the congressional district committee, not 93
207207 earlier than six weeks after each primary election but in no 94
208208 event later than the seventh Saturday after each primary 95
209209 election. The county courthouse in counties of the first, 96
210210 second and third classification in which the meeting is to 97
211211 take place, as so designated pursuant to this subsection, 98
212212 shall be made available for such meeting and any other 99
213213 judicial district political party committee meeting at no 100
214214 charge to the committee. At the meeting, the committee 101
215215 shall organize by electing two of its members, a man and a 102
216216 woman, as chair and vice chair, and a man and a woman who 103
217217 may or may not be members of the committee as secretary and 104
218218 treasurer. 105
219219 8. The members of each county commission district 106
220220 shall meet at some place and date within the county 107
221221 commission district, to be designated by the current chair 108 SB 901 8
222222 of the committee or, if there is none, the chair of the 109
223223 county committee, on September 25, 2022, and thereafter, not 110
224224 earlier than seven weeks after each primary election but in 111
225225 no event later than the eighth Sat urday after each primary 112
226226 election. The county courthouse in counties of the first, 113
227227 second, and third classification in which the meeting is to 114
228228 take place, as so designated pursuant to this subsection, 115
229229 shall be made available for such meeting and any o ther 116
230230 county commission district political party committee meeting 117
231231 at no charge to the committee. At the meeting, the 118
232232 committee shall organize by electing two of its members, a 119
233233 man and a woman, as chair and vice chair, and a man and a 120
234234 woman who may or may not be members of the committee as 121
235235 secretary and treasurer. 122
