| 8 | 8 | | To repeal section 190.053, RSMo, and to enact in lieu thereof one new section relating to |

| 11 | 11 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |
|---|
| 12 | 12 | | Section A. Section 190.053, RSMo, is repealed and one new 1 |
|---|
| 13 | 13 | | section enacted in lieu thereof, to be known as section 190.053, 2 |
|---|
| 14 | 14 | | to read as follows:3 |
|---|
| 15 | 15 | | 190.053. 1. All members of the board of directors of 1 |
|---|
| 16 | 16 | | an ambulance district first elected on or after January 1, 2 |
|---|
| 17 | 17 | | 2008, shall attend and complete an educat ional seminar or 3 |
|---|
| 18 | 18 | | conference or other suitable training on the role and duties 4 |
|---|
| 19 | 19 | | of a board member of an ambulance district. The training 5 |
|---|
| 20 | 20 | | required under this section shall be offered by a statewide 6 |
|---|
| 21 | 21 | | association organized for the benefit of ambulance distr icts 7 |
|---|
| 22 | 22 | | or be approved by the state advisory council on emergency 8 |
|---|
| 23 | 23 | | medical services. Such training shall include, at a minimum: 9 |
|---|
| 24 | 24 | | (1) Information relating to the roles and duties of an 10 |
|---|
| 25 | 25 | | ambulance district director; 11 |
|---|
| 26 | 26 | | (2) A review of all state statut es and regulations 12 |
|---|
| 27 | 27 | | relevant to ambulance districts; 13 |
|---|
| 28 | 28 | | (3) State ethics laws; 14 |
|---|
| 29 | 29 | | (4) State sunshine laws, chapter 610; 15 |
|---|
| 30 | 30 | | (5) Financial and fiduciary responsibility; 16 |
|---|
| 31 | 31 | | (6) State laws relating to the setting of tax rates; 17 |
|---|
| 32 | 32 | | and 18 SB 976 2 |
|---|
| 33 | 33 | | (7) State laws relating to revenue limitations. 19 |
|---|
| 34 | 34 | | 2. If any ambulance district board member fails to 20 |
|---|
| 35 | 35 | | attend a training session within twelve months after taking 21 |
|---|
| 36 | 36 | | office, the board member shall not be compensated for 22 |
|---|
| 37 | 37 | | attendance at meetings thereafter until the board member has 23 |
|---|
| 38 | 38 | | completed such training session. If any ambulance district 24 |
|---|
| 39 | 39 | | board member fails to attend a training session within 25 |
|---|
| 40 | 40 | | twelve months of taking office regardless of whether the 26 |
|---|
| 41 | 41 | | board member received an attendance fee for a training 27 |
|---|
| 42 | 42 | | session, the board member shall be ineligible to run for 28 |
|---|
| 43 | 43 | | reelection for another term of office until the board member 29 |
|---|
| 44 | 44 | | satisfies the training requirement of this section; however, 30 |
|---|
| 45 | 45 | | this requirement shall only apply to board members elected 31 |
|---|
| 46 | 46 | | after August 28, 2022 . 32 |
