69 JOINT RESOLUTION
7-Submitting to the qualified voters of Missouri, an
8-amendment repealing sections 50 and 51 of article III
9-of the Constitution of Missouri, and adopting two new
10-sections in lieu thereof relating to the initiative
11-petition process.

1314 Be it resolved by the Senate, the House of Representatives concurring therein:
14- That at the next general election to be held in the
15-state of Missouri, on Tuesday next following the first Monday
16-in November, 2022, or at a special election to be called by
17-the governor for that purpose, there is hereby submitted to
18-the qualified voters of this state, for adoption or
19-rejection, the following amendment to article III of the
20-Constitution of the state of Missouri:
21- Section A. Sections 50 and 51, article III, Constitution
22-of Missouri, are repealed and two new sections adopted in lieu
23-thereof, to be known as sections 50 and 51, to read as follows:
24- Section 50. 1. Initiative petitions proposing
25-amendments to the constitution shall be signed by [eight]
26-fifteen percent of the legal voters , registered to vote in
27-the state of Missouri and citizens of the United States, in
28-each of [two-thirds of] the congressional districts in the
29-state, and petitions proposing laws shall be signed by five
30-percent of [such] the legal voters in each of two-thirds of
31-the congressional district s in the state. Every such
32-petition shall be filed with the secretary of state not less
33-than six months before the election and shall contain an
34-enacting clause and the full text of the measure. Petitions
35-for constitutional amendments shall not conta in more than
36-one amended and revised article of this constitution, or one
37- 2
38-new article which shall not contain more than one subject
39-and matters properly connected therewith, and the enacting
40-clause thereof shall be "Be it resolved by the people of the
41-state of Missouri that the Constitution be amended:".
42-Petitions for laws shall contain not more than one subject
43-which shall be expressed clearly in the title, and the
44-enacting clause thereof shall be "Be it enacted by the
45-people of the state of Miss ouri:". For purposes of this
46-article, only citizens of the United States who are
47-residents of the state of Missouri and who are properly
48-registered to vote in the state of Missouri shall be
49-considered legal voters.
50- 2. Notwithstanding Section 2(b ) of Article XII of this
51-Constitution to the contrary, any initiative petition
52-proposing an amendment to the constitution shall take effect
53-at the end of thirty days after the election when approved
54-by at least two-thirds of the votes cast thereon.
55- 3. Any initiative petition proposing laws shall take
56-effect when approved by at least a majority of the votes
57-cast thereon.
58- Section 51. The initiative shall not be used for the
59-appropriation of money other than of new revenues create d
60-and provided for thereby, or for any other purpose
61-prohibited by this constitution. [Except as provided in
62-this constitution, any measure proposed shall take effect
63-when approved by a majority of the votes cast thereon. ]
64-When conflicting measures are approved at the same election
65-the one receiving the largest affirmative vote shall prevail.
66- Section B. Under chapter 116, RSMo, and other
67-applicable constitutional provisions and laws of this state
68-allowing the general assembly to a dopt ballot language for
69-the submission of a joint resolution to the voters of this

71-state, the official ballot title of the amendment proposed
72-in Section A shall be as follows:
73-"Shall the Missouri Constitution be amended to:
74-● Only allow United States citizens to sign
75-initiative petitions;
76-● Increase the number of signatures needed to
77-qualify an initiative petition for the ballot;
78-and
79-● Require initiative petitions proposing
80-constitutional amendments to be approved by two -
81-thirds of the votes cast thereon?".
