69 JOINT RESOLUTION
7-Submitting to the qualified voters of Missouri, an
8-amendment repealing section 50 of article III of the
9-Constitution of Missouri, and adopting one new
10-section in lieu thereof relating to the initiative
11-petition process.
10+Submitting to the qualified voters of Missouri, an amendment repealing sections 50 and 51 of
11+article III of the Constitution of Missouri, and adopting two new sections in lieu thereof
12+relating to the initiative petition process.

1314 Be it resolved by the Senate, the House of Representatives concurring therein:
14- That at the next general election to be held in the
15-state of Missouri, on Tuesday next following the first Monday
16-in November, 2022, or at a special election to be called by
17-the governor for that purpose, there is hereby submitted to
18-the qualified voters of this state, for adoption or
19-rejection, the following amendment to article III of the
20-Constitution of the state of Missouri:
21- Section A. Section 50, article III, Constitution of
22-Missouri, is repealed and one new section adopted in lieu
23-thereof, to be known as section 50, to read as follows:
24- Section 50. 1. Initiative petitions proposing
25-amendments to the constitution shall be signed by eight
26-percent of the legal voters in each of two -thirds of the
27-congressional districts in the stat e, and petitions
28-proposing laws shall be signed by five percent of such
29-voters. Beginning January 1, 2023, initiative petitions
30-proposing constitutional amendments and initiative petitions
31-proposing laws shall each be signed by ten percent of the
32-legal voters in each congressional district in the state.
33-Every such petition shall be filed with the secretary of
34-state not less than six months before the election and shall
35-contain an enacting clause and the full text of the
36-measure. Petitions for constitutional amendments shall not

38-contain more than one amended and revised article of this
39-constitution, or one new article which shall not contain
40-more than one subject and matters properly connected
41-therewith, and the enacting clause thereof shall b e "Be it
42-resolved by the people of the state of Missouri that the
43-Constitution be amended:". Petitions for laws shall contain
44-not more than one subject which shall be expressed clearly
45-in the title, and the enacting clause thereof shall be "Be
46-it enacted by the people of the state of Missouri:".
47- 2. Notwithstanding section 2(b) of article XII of this
48-constitution to the contrary, beginning January 1, 2023, any
49-initiative petition proposing an amendment to the
50-constitution shall take effect at the end of thirty days
51-after the election when approved by at least sixty percent
52-of the votes cast thereon.
