1010 Submitting to the qualified voters of Missouri, an amendment repealing section 50 of article III of
1111 the Constitution of Missouri, and adopting one new section in lieu thereof relating to
1212 initiative petitions.

1414 Be it resolved by the Senate, the House of Representatives concurring therein:
1515 That at the next general election to be held in the 1
1616 state of Missouri, on Tuesday next following the first Monday 2
1717 in November, 2022, or at a special election to be called by 3
1818 the governor for that purpose, there is hereby submitted to 4
1919 the qualified voters of this state, for adoption or 5
2020 rejection, the follow ing amendment to article III of the 6
2121 Constitution of the state of Missouri:7
2222 Section A. Section 50, article III, Constitution of 1
2323 Missouri, is repealed and one new section adopted in lieu 2
2424 thereof, to be known as section 50, to read as follows:3
2525 Section 50. Initiative petitions proposing amendments 1
2626 to the constitution shall be signed by eight percent of the 2
2727 legal voters in each of two -thirds of the [congressional] 3
2828 senate districts in the state, and petitions proposing laws 4
2929 shall be signed by five percent of such voters. Every such 5
3030 petition shall be filed with the secretary of state not less 6
3131 than six months before the election and shall contain an 7
3232 enacting clause and the full text of the measure. Petitions 8
3333 for constitutional amendme nts shall not contain more than 9
3434 one amended and revised article of this constitution, or one 10 SJR 51 2
3535 new article which shall not contain more than one subject 11
3636 and matters properly connected therewith, and the enacting 12
3737 clause thereof shall be "Be it resolved by the people of the 13
3838 state of Missouri that the Constitution be amended:". 14
3939 Petitions for laws shall contain not more than one subject 15
4040 which shall be expressed clearly in the title, and the 16
4141 enacting clause thereof shall be "Be it enacted by the 17
4242 people of the state of Missouri:". 18
