Thisbillestablishes"Blair'sLaw"whichstatesapersoncommitstheoffenseofunlawfuldischarge
ofafirearmifthatperson,withcriminalnegligence,dischargesafirearmwithinorintothelimitsof
anymunicipality.Thisprovisiondoesnotapplyifthepersondischargesafirearmasspecifiedinthe
bill.
Thisbillcontainsagraduatedpenaltyprovision.
