BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Chapter571,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection571.031,toreadasfollows:
571.031.1.Thissectionshallbeknownandmaybecitedas"Blair'sLaw".
2 2.Apersoncommitstheoffenseofunlawfuldischargeofafirearmif,with
3criminalnegligence,heorshedischargesafirearmwithinorintothelimitsofany
4municipality.
5 3.Thissectionshallnotapplyifthefirearmisdischarged:
6 (1)Asallowedbyadefenseofjustificationunderchapter563;
7 (2)Onaproperlysupervisedshootingrange;
8 (3)Tolawfullytakewildlifeduringanopenseasonestablishedbythe
9departmentofconservation.Nothinginthissubdivisionshallpreventamunicipality
10fromadoptinganordinancerestrictingthedischargeofafirearmwithinone-quarter
11mileofanoccupiedstructure;
12 (4)Forthecontrolofnuisancewildlifeaspermittedbythedepartmentof
13conservationortheUnitedStatesFishandWildlifeService;
14 (5)Byspecialpermitofthechiefofpoliceofthemunicipality;
15 (6)Asrequiredbyananimalcontrolofficerintheperformanceofhisorher
16duties;
17 (7)Usingblanks;
18 (8)Morethanonemilefromanyoccupiedstructure;
