Thisbillestablishes"Blair'sLaw"whichstatesthataperson
commitstheoffenseofunlawfuldischargeofafirearmifthat
person,withcriminalnegligence,dischargesafirearmwithinor
intothelimitsofanymunicipality. Thisprovisiondoesnotapply
ifthepersondischargesafirearmasspecifiedinthebill.
Thisbillcontainsagraduatedpenaltyprovision.
ThisbillissimilartoHB1568(2022).
Thefollowingisasummaryofthepublictestimonyfromthe

PROPONENTS: Supporterssaythatthisbilladdressestheneedless
tragedyfromindiscriminate gunfire,withthebillbearingitsname
fromBlairShanahanLane,ayounggirlkilledbyindiscriminate
gunfirein2011.Supportersciteotherincidentsofinnocent
peoplewhohavelosttheirlivestoindiscriminate orcelebratory
gunfire. Currentpenaltiesforsuchgunfireareinadequate,
equatingtonothingmorethanafine.Thereisnoreasonfor
dangerousindiscriminate gunfire. Thisbillattachesthe
appropriatepenaltyforsuchdangerousacts.
