HB1154--ALTERNATIVETHERAPIES SPONSOR: Houx ThisbillrequirestheDepartmentofHealthandSeniorServices,in collaborationwithaMissouriuniversityhospitalandmedical centeroperatedbytheDepartmentofVeteransAffairsinMissouri, toconductastudyontheefficacyofusingalternativemedicines andtherapies,including,butnotlimitedto,theuseof3,4- methylenedioxymethamphetamine (MDMA),psilocybin,andketamine,for thetreatmentofpatientssufferingfrompost-traumaticstress disorder,treatment-resistantdepression,substanceabuse disorders,orwhorequireend-of-lifecare. Thebillspecifiesthatsuchstudyshallincludeaclinicaltrial ofpsilocybin,aswellasaliteraturereviewandthesubmissionof variousreports. Nopersonparticipatingintheclinicaltrial shallbesubjectedtocriminalorcivilliabilityorsanctionfor theparticipationintheclinicaltrial,exceptincasesofgross negligenceorwillfulmisconduct. TheDepartmentofHealthandSeniorServicesshallprepareand submittotheGovernor,LieutenantGovernorandtheGeneral Assembly: (1)Quarterlyreportsontheprogressofthestudy;and (2)Awrittenreport,submittedoneyearafterthestudybegins, containingtheresultsofthestudyandanyrecommendations for legislation. TheDepartmentshallmaintaintheconfidentiality ofanypersonally identifiableprotectedinformationcollectedduringtheclinical trial. ThisbillissimilartoSB614(2023).
