SectionA.Chapter42,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection42.022,toreadasfollows:
42.022.1.Inadditiontoanyotherdutiesimposedunderthischapter,the
2commissionshallreviewtheprovisionsoftheCommanderJohnScottHannonVeterans
3MentalHealthCareImprovementActof2019,enactedbythe116thUnitedStates
4Congress(Pub.L.116-171),asamended,andanyregulationsrelatedthereto.After
5review,thecommission,incollaborationwiththedepartmentofmentalhealth,shall
6providerecommendationsandmakeeffortstoadoptprocedures,programs,treatment
7options,additionalaid,andanyotherassistancedeemednecessarybythecommissionto
8assistintheeffortstopreventveteransuicide,subjecttoappropriation.
9 2.OnorbeforeJune30,2024,andonorbeforeeveryJunethirtieththereafter
10thecommissionshallfileareportwiththedepartmentofpublicsafetyandthegeneral
11assemblyontherecommendations,implementation,andeffectivenessoftheeffortsby
12thecommissiontopreventveteransuicide.
13 3.Thedepartmentofpublicsafetymaypromulgateallnecessaryrulesand
14regulationsfortheadministrationofthissection.Anyruleorportionofarule,asthat
15termisdefinedinsection536.010,thatiscreatedundertheauthoritydelegatedinthis
16sectionshallbecomeeffectiveonlyifitcomplieswithandissubjecttoallofthe
