SectionA.Chapter21,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection21.1000,toreadasfollows:
21.1000.1.Thehouseofrepresentativesmayreviewanyexecutiveorderissued
2bythePresidentoftheUnitedStatesiftheorderhasnotbeenaffirmedbyavoteof
3Congressandsignedintolaw,asprescribedbytheConstitutionoftheUnitedStates.
4 2.Uponreview,thehouseofrepresentativesmayrecommendtotheattorney
5generalandthegovernorthattheorderbefurtherexaminedbytheattorneygeneralto
6determinetheconstitutionalityoftheorderandtodeterminewhetherthestateshould
7seekanexemptionfromtheapplicationoftheorderorseektohavetheorderdeclared
8tobeanunconstitutionalexerciseofauthoritybythePresident.
9 3.Notwithstandinganyotherlawtothecontrary,nostateagency,political
10subdivision,oranyelectedorappointedofficialoremployeeofthisstateoranypolitical
11subdivisionthereofshallimplementanexecutiveorderthatrestrictsaperson's
12constitutionalrightsorthatisdeterminedbytheattorneygeneraltobeunconstitutional
13underthissectioniftheorderrelatesto:
14 (1)Theregulationofbusinessactivitiesorpersonalbehaviorsduringa
15pandemicorotherpublichealthemergency;
16 (2)Theregulationofnaturalresources;
17 (3)Theregulationoftheagriculturalindustry;
