HB271--ADVANCEDPRACTICEREGISTEREDNURSES SPONSOR:Riley ThisbillremovestherequirementthatAdvancedPracticeRegisteredNurses(APRNs)practicein collaborationwithaphysicianthroughacollaborativepracticearrangement.Thebillchangesthe prescriptiveauthorityofAPRNssothatAPRNswithacertificateofcontrolledsubstanceprescriptive authorityfromtheBoardofNursingcanprescribeanyScheduleIItoVcontrolledsubstance,except controlledsubstancesprescribedforthepurposeofinducinggeneralanesthesiaforprocedures thatareoutsideoftheAPRN'sscopeofpractice. Currently,apersonwhowantstopracticeasanAPRNmustbelicensedasaRegisteredProfessional Nurse(RN)andreceiveaprivilegetopractice.ThisbillrequiresanAPRNtoapplyforaseparate licensetopracticeasanAPRN. Anapplicantmust: (1)BeacurrentRegisteredProfessionalNurseandcannothaveanencumberedlicenseasanRN oranAPRN; (2)Havecompletedagraduate-levelAPRNprogram; (3)Becertifiedbyanationalcertifyingbody;and (4)Haveapopulationfocusonhisorhercertification,correspondingwithhisorhereducational advancepracticeregisterednurseprogram. IfanypersonhasanAPRNprivilegetopracticeatthetimeoftheeffectivedateofthebill,that personwillbeautomaticallylicensedasanAPRN.AnAPRNmustmaintainhisorherRNlicensein ordertoremainlicensedasanAPRN.TheRNandAPRNlicenseswillberenewedtogether.
