SectionA.Chapter67,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection67.142,toreadasfollows:
67.142.1.Nothinginthischaptershallbeconstruedtolimitinanymannerthe
2authorityofanyvillage;town;city,includinganyhomerulecity;orcountytoprohibit
3dogsfromrunningatlargeortofurthercontrolorregulatedogswithinitsboundaries,
4providedthatnosuchordinance,order,policy,orregulationisspecifictobreed.
5 2.Nothinginthischaptershallbeconstruedtolimitinanymannertheauthority
6ofanyvillage;town;city,includinganyhomerulecity;orcountytoenactandenforcea
7viciousdogordinance,order,policy,orregulation,providedthatnosuchordinance,
8order,policy,orregulationisspecifictobreed.
9 3.Thegeneralassemblyherebyoccupiesandpreemptstheentirefieldof
10legislationregardinginanywaythecontrolorregulationofspecificbreedsofdogsto
11thecompleteexclusionofanyorder,ordinance,policy,orregulationbyanyvillage;
12town;city,includinganyhomerulecity;orcountyinthisstate,passed,enacted,or
13adoptedafterAugust28,2023.Anyfutureorder,ordinance,policy,orregulationinthis
14fieldshallbenullandvoid.
15 4.Theprovisionsofthissectionshallnotapplytoanyvillage;town;city,
16includinganyhomerulecity;orcountywithanexistingbreed-specificorder,ordinance,
17policy,orregulationineffectonorbeforeAugust28,2023.
