Missouriaccountabilityportal.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section37.850,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection37.850,toreadasfollows:
37.850.1.ThecommissionerofadministrationshallmaintaintheMissouri
2accountabilityportalestablishedinexecutiveorder07-24asafree,internet-basedtool
3allowingcitizenstodemandfiscaldisciplineandresponsibility.
4 2.TheMissouriaccountabilityportalshallconsistofaneasy-to-searchdatabaseof
5financialtransactionsrelatedtothepurchaseofgoodsandservicesandthedistributionof
6fundsforstateprograms;allbondsissuedbyanypublicinstitutionofhighereducationor
7politicalsubdivisionofthisstateoritsdesignatedauthorityafterAugust28,2013;all
8settlementsandjudgmentspaidfromthelegalexpensefundcreatedundersection
9105.711;allobligationsissuedorincurredpursuanttosection99.820byanypolitical
10subdivisionofthisstateoritsdesignatedauthority;andtherevenuestreampledgedtorepay
11suchbondsorobligations;andalldebtincurredbyanypubliccharterschool.
12 3.TheMissouriaccountabilityportalshallbeupdatedeachstatebusinessdayand
13maintainedastheprimarysourceofinformationabouttheactivityofMissouri'sgovernment.
14 4.Upontheconductingofawithholdingorareleaseoffunds,thegovernorshall
15submitareportstatingallamountswithheldfromthestate'soperatingbudgetforthecurrent
16fiscalyear,asauthorizedbyArticleIV,Section27oftheMissouriConstitutionwhichshall
17be:

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18 (1)Conspicuouslypostedontheaccountabilityportalwebsite;
19 (2)Searchablebytheamountswithheldorreleasedfromeachindividualfund;and
20 (3)Searchablebythetotalamountwithheldorreleasedfromtheoperatingbudget.
21 5.Everypoliticalsubdivisionofthestate,includingpublicinstitutionsofhigher
22educationbutexcludingschooldistricts,shallsupplyallinformationdescribedinsubsection
232ofthissectiontotheofficeofadministrationwithinsevendaysofissuingorincurringsuch
24correspondingbondorobligation.Forallsuchbondsorobligationsissuedorincurredprior
25toAugust28,2013,everysuchpoliticalsubdivisionandpublicinstitutionofhighereducation
26shallhaveninetydaystosupplysuchinformationtotheofficeofadministration.
27 6.Everyschooldistrictandpubliccharterschoolshallsupplyallinformation
28describedinsubsection2ofthissectiontothedepartmentofelementaryandsecondary
29educationwithinsevendaysofissuingsuchbond,orincurringsuchdebt.Thedepartmentof
30elementaryandsecondaryeducationshallhaveforty-eighthourstodeliversuchinformation
31totheofficeofadministration.ForallsuchbondsissuedordebtincurredpriortoAugust28,
322013,everyschooldistrictandpubliccharterschoolshallhaveninetydaystosupplysuch
33informationtothedepartmentofelementaryandsecondaryeducation.Thedepartmentof
34elementaryandsecondaryeducationshallhaveforty-eighthourstodeliversuchinformation
35totheofficeofadministration.
