7 conspicuouslypostedintheplaceofbusinesstowhichitapplies.Alicenseis
8 issueduponsatisfactoryapplicationtothedirector,accompaniedbyalicense
9 feebasedupontheamountofsalesduringthepreviouscalendaryearending
10 onDecemberthirty-firstofmilkproductsexceptcottagecheese,andthe
11 licensefeeisequivalenttonotmorethanone-halfcentperhundredweightof
12 thesalesofmilkproducts.
13 3.Thedirectorshallsettheamountofthelicensefeefor
14 manufacturingandprocessingplantsatleastyearly,uponhearing,notto
15 exceedone-halfcentperhundredweight,andmaysetalicensingfeefor
16 distributorsnottoexceedthreedollarsperyearorintheamountonlyasis
17 necessarytocarryouttheprovisionsofsections416.410to416.560.
18 4.Thedirectorisherebyauthorizedandempoweredtosuspendor
19 revokethelicenseofanypersonwhoactsasadistributororwhooperatesa
20 milkormilkproductsmanufacturingorprocessingplantwhichissubjectto
21 theprovisionsofsections416.410to416.560andwhetherlocatedinsideor
22 outsidethestateofMissouri,ortorefusetoissuealicensetoanyapplicant
23 thereforifthedirector,afterapublichearing,hasfoundthattheapplicanthas
24 violatedanyoftheprovisionsofsections416.410to416.560,ortherulesand
25 regulationsadoptedhereunder.Noruleorportionofarulepromulgatedunder

6 toalloftheprovisionsofsections416.410to416.560.]
[416.505.Inanycasewhereapersonactsasadistributororoperatesa
2 milkprocessingplantwithinthisstateorsuchaplantlocatedoutsidethisstate
3 andismakingsaleswithinthisstatewithouthavingfirstobtainedalicenseas
4 providedinsections416.410to416.560,theattorneygeneralorthe
5 prosecutingattorneyshallbringsuitinacourtofcompetentjurisdiction
6 withinthecountyinwhichtheviolationoccurstoenjointhesalesor
7 distributionofmilkormilkproducts.Inaddition,thedirector,orhis
8 authorizedagentsorrepresentativesareauthorizedandempoweredtoissue
9 andenforceawrittenorprinted"stop-sale"ordertotheownerorcustodianof
