Thebillrepealstheprovision thatexemptsfromthechildrestraintlawschildreninanimmediate familywhentherearelessseatbeltsthanchildren. Thebillmakes allviolationsofthissectionafractionpunishablebyafineof notmorethat$50. Thebillrequiresthatusedmotorvehiclesgetaninspectionatthe seller'sexpensenomorethan60dayspriortoasale.The inspectionisnotrequiredforvehicleshavinglessthan40,000 milesforthethree-yearperiodfollowingthemodelyearof manufacture. Thesellermustpresentthebuyerwiththe certificateofinspectionandapproval,whomustthensubmitthe certificateofinspectionwhenapplyingforaregistration. Thepenaltyforoperatingamotorvehiclewithcertaintinted windowsischangedfromaclassCtoaclassDmisdemeanor.
