Thisbillspecifiesthataminimumfeeof$6maybechargedbythe
StateHighwayPatrolforanyrecordsrequestforaMissouriUniform
CrashReportorMarineAccidentInvestigationReportwherethereis
anallowablefeeoflessthan$6.Such$6feewillbeinplaceof
theallowablefeeoflessthan$6.Thefeemaybeincreasedbyno
morethan$1everyotheryearstartingAugust28,2024butmustnot
exceed$10.
Children,untiltheageoftwo,mustbesecuredinarear-facing
childpassengerrestraintsystem,exceptachildthisagemayface
forwardwhenthechildreachesthehighestrear-facingweightor
heightallowedbythemanufacturerofthecarseat.Children
weighingatleast80poundsandmorethanfourfeetnineinchesin
height,oratleasteightyearsinagemustbesecuredbyaseat
beltunderSection307.178,RSMo. Thebillrepealstheprovision
thatexemptsfromthechildrestraintlawschildreninanimmediate
familywhentherearelessseatbeltsthanchildren. Thebillmakes
allviolationsofthissectionafractionpunishablebyafineof
notmorethat$50.
Thebillrequiresthatusedmotorvehiclesgetaninspectionatthe
seller'sexpensenomorethan60dayspriortoasale.The
inspectionisnotrequiredforvehicleshavinglessthan40,000
milesforthethree-yearperiodfollowingthemodelyearof
manufacture. Thesellermustpresentthebuyerwiththe
certificateofinspectionandapproval,whomustthensubmitthe
certificateofinspectionwhenapplyingforaregistration.
Thepenaltyforoperatingamotorvehiclewithcertaintinted
windowsischangedfromaclassCtoaclassDmisdemeanor.
