                    HB668--GRANTSTOENHANCECYBERSECURITY

ThisbillallowstheDepartmentofEconomicDevelopmentto
distributeone-timegrantstoemployersforthepurposeof
enhancingcybersecurity, asdefinedinthebill.Grantsmade
requirea10%matchfromtheemployer.
Indistributinggrants,theDepartmentshallreserve50%ofgrant
fundingforqualifyingemployerswithnomorethan50employees
untilJanuary1,afterwhichanyamountofsuchreservedamounts
maybeissuedtoanyotherwiseeligibleemployer.
Thebilllimitstheamountthatmaybedistributedinanyfiscal
yearto$10millionandthelimittoanyindividualemployerto
$15,000.
TheDepartmentshallcreateanonlineapplicationformaspartof
itswebsitewhichistobethesolemeansofapplyingforgrants.
Employersseekingagrantmustfillouttheapplicationalongwith
documentsoutlininghowitwillenhancecybersecurity, including
plansforhowitwillcovertheremaining10%costforits
cybersecurityenhancement. Thebilllimitsthefactorsthatthe
Departmentmayconsiderinassessinganemployer'sfundingplans.
Anemployerwhoreceivesagrantshallsubmitdocumentationwithin
oneyearfromdistributionshowinghowthegrantfundswerespent.
Inthecaseofemployerswithemployeesandlocationsoutsideof
Missouri,grantfundsshallbeusedonlyforlocationsand
employeesresidinginMissouri.
