BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows: SectionA.Chapter344,RSMo,isamendedbyaddingtheretothreenewsections,to 2beknownassections344.045,344.055,and344.102,toreadasfollows: 344.045.1.Theboardshallreceivecomplaintsconcerningitslicensees' 2professionalpractices.Theboardshallestablishbyruleaprocedureforthehandlingof 3suchcomplaintspriortothefilingofformalcomplaintsbeforetheadministrative 4hearingcommission.Theruleshallprovide,ataminimum,fortheloggingofeach 5complaintreceived,therecordingofthelicensee'sname,thenameofthecomplaining 6party,thedateofthecomplaint,andabriefstatementofthecomplaintanditsultimate 7disposition.Theruleshallprovideforinformingthecomplainingpartyoftheprogress 8oftheinvestigation,thedismissalofthecharges,orthefilingofacomplaintbeforethe 9administrativehearingcommission. 10 2.Notwithstandinganyotherprovisionoflaw,nocomplaint,investigatory 11report,orinformationreceivedfromanysourceshallbedisclosedpriortoitsreviewby 12theboard. 13 3.Atitsdiscretion,theboardmaydisclosecomplaints,completedinvestigatory 14reports,andinformationobtainedfromstateadministrativeandlawenforcement 15agenciestoalicenseeorlicenseapplicantinordertofurtheraninvestigationorto 16facilitatesettlementnegotiations.
