Torepealsection640.144,RSMo,andtoenactinlieuthereofonenewsectionrelatingto
communitywatersystemhydrantinspections.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section640.144,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection640.144,toreadasfollows:
640.144.1.Allcommunitywatersystemsshallberequiredtocreateavalve
2inspectionprogramthatincludes:
3 (1)Inspectionofallvalveseverytenyears;
4 (2)Scheduledrepairorreplacementofbrokenvalves;and
5 (3)WithinfiveyearsofAugust28,2020,identificationofeachshut-offvalve
6locationusingageographicinformationsystemoranalternativephysicalmappingsystem
7thataccuratelyidentifiesthelocationofeachvalve.
8 2.Allcommunitywatersystemsshallberequiredtocreateahydrantinspection
9programthatincludes:
10 (1)[Annual] Scheduledtestingofeveryhydrantinthecommunitywatersystem;
11 (2)Scheduledrepairorreplacementofbrokenhydrants;
12 (3)Aplantoflusheveryhydrantanddead-endmain;
13 (4)Maintenanceofrecordsofinspections,tests,andflushingsforsixyears;and
14 (5)WithinfiveyearsofAugust28,2020,identificationofeachhydrantlocation
15usingageographicinformationsystemoranalternativephysicalmappingsystemthat
16accuratelyidentifiesthelocationofeachhydrant.
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 17 3.Theprovisionsofthissectionshallnotapplytoanystateparks,citieswitha
18populationofmorethanthirtythousandinhabitants,acountywithacharterformof
19governmentandwithmorethansixhundredthousandbutfewerthansevenhundredthousand
20inhabitants,acountywithacharterformofgovernmentandwithmorethanninehundred
21fiftythousandinhabitants,orapublicservicecommissionregulatedutilitywithmorethan
22thirtythousandcustomers.
