majorityofthevotescastthereoninordertopass.
Uponvoterapproval,thisresolutionwouldrequireamendmentsto
theConstitutionandchangestostatutethathavebeenplacedon
theballottorequireapprovalfromasimplemajorityofthevotes
castthereon,aswellasamajorityofthevotesinamajorityof
StateSenatedistricts,inordertopass.

PROPONENTS: Supporterssaythataconcurrenceofthepopularvote
andofgeographicalrepresentation oughttobeanecessary
requirementtochangetheConstitution. Thisisafoundational
principleoftheAmericansystemofgovernmentandistheprocess
forchangingtheFederalConstitution. Itistooeasyfordensely
populatedareastooutvoteothergeographicareasofthestateand
changetheConstitutionwithouttheirsupport.
TestifyinginpersonforthebillwereRepresentative Black;
OpportunitySolutionsProject;RonCalzone;WarrenCounty
RepublicanCommittee;MissouriFarmBureau;andAndrewJohnson.
OPPONENTS: Thosewhoopposethebillsaythatmajorityruleisthe
onlyfundamentallyfairmethodoflegitimizingchangestothe
Constitution. Asimplemajoritygiveseachvoteequalweight,
whileasystemthatrequiresaconcurrentmajorityofthepopular
voteandgeographicalrepresentation wouldunfairlygivecertain
votesmoreweightthanothers.Nootherstaterequiresa
concurrentmajoritytochangetheConstitution.
