JOINTRESOLUTION
SubmittingtothequalifiedvotersofMissourianamendmentrepealingSection52(b)of
ArticleIIIoftheConstitutionofMissouri,andadoptingonenewsectioninlieu
thereofrelatingtoconstitutionalamendments.
BeitresolvedbytheHouseofRepresentatives,theSenateconcurringtherein:
ThatatthenextgeneralelectiontobeheldinthestateofMissouri,onTuesdaynext
2followingthefirstMondayinNovember,2024,orataspecialelectiontobecalledbythe
3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for
4adoptionorrejection,thefollowingamendmenttoArticleIIIoftheConstitutionofthestate
5ofMissouri:
SectionA.Section52(b),ArticleIII,ConstitutionofMissouri,isrepealedandone
2newsectionadoptedinlieuthereof,tobeknownasSection52(b),toreadasfollows:
Section52(b).Thevetopowerofthegovernorshallnotextendtomeasuresreferred
2tothepeople.Allelectionsonmeasuresreferredtothepeopleshallbehadatthegeneralstate
3elections,exceptwhenthegeneralassemblyshallorderaspecialelection.Notwithstanding
4theprovisionsofArticleIIIandArticleXII,Section2(b),anymeasurereferredtothe
5peopleshalltakeeffectwhenapprovedbyamajorityofthevotescastthereonstatewideand
6alsoamajorityofvotescastthereonineachofmorethanhalfofthestatesenate
7districts, andnototherwise.Thissectionshallnotbeconstruedtodepriveanymemberofthe
8generalassemblyoftherighttointroduceanymeasure.
