AN ACT 
To amend chapter 67, RSMo, by adding thereto one new section relating to providing services to 
homeless persons. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Chapter 67, RSMo, is amended by addin g thereto 1 
one new section, to be known as section 67.1100, to read as 2 
follows:3 
     67.1100.  1.  There is hereby established a "Text -to- 1 
Donate" pilot program in any city not within a county and 2 
any home rule city with more than four hundred thousand 3 
inhabitants and located in more than one county.  Each such  4 
city shall create a fund within the city treasury to receive 5 
funds that are specifically designated for the purpose of 6 
reducing the number of homeless persons in the city. 7 
     2.  Any city that creates a text-to-donate fund  8 
pursuant to subsection 1 of this section shall provide a 9 
telephone number by which a person may donate to the fund by 10 
sending a text message to the designated telephone number. 11 
     3.  Any city that creates a text -to-donate fund shall  12 
be entrusted with the administration and promotion of, 13 
donations to, and distributions from the fund.   14 
Distributions from the fund shall only be used to pay for 15 
services intended to reduce the city's population of 16 
homeless persons. 17   SB 435 	2 
     4.  The general assembly shall make a one -time  18 
appropriation to each city described under subsection 1 of 19 
this section in an amount sufficient for each city to 20 
provide initial signage promoting its newly created text -to- 21 
donate fund.  The signage shall be placed in areas that have 22 
a high population of homeless persons.  Any further  23 
expenditures by a city to promote its text -to-donate fund  24 
shall be paid out of the fund. 25 

