FIRST REGULAR SESSION SENATE BILL NO. 658 102ND GENERAL ASSEMBLY INTRODUCED BY SENATOR EIGEL. 2662S.01I KRISTINA MARTIN, Secretary AN ACT To amend chapter 67, RSMo, by adding thereto one new section relating to accountability of St. Louis city government, with an emergency clause. Be it enacted by the General Assembly of the State of Missouri, as follows: Section A. Chapter 67, RSMo, is amended by adding thereto 1 one new section, to be known as section 67.2200, to read as 2 follows:3 67.2200. 1. This section may be known and cited as 1 the "Fire Them All Act". 2 2. As used in this section, "elected official of a 3 city not within a county" or "official" shall mean any 4 member of the board of aldermen, the mayor, or the circuit 5 attorney of a city not within a county. 6 3. The board of aldermen, mayor, or circuit attorney 7 of a city not within a county may be removed by t he 8 qualified voters by recall in accordance with the procedure 9 under this section subject to the following limitations: 10 (1) The recalled official shall have held office for 11 at least six months; and 12 (2) The recalled official shall not be a ca ndidate to 13 succeed himself or herself at a special election held to 14 fill the vacancy created by the official's recall and shall 15 not be appointed to fill the vacancy. 16 4. A special election shall be held on the recall on 17 the first Tuesday after the first Monday in November, 2023. 18 SB 658 2 The question to be presented to the voters at such election 19 shall be in substantially the following form: 20 5. If a majority of the qualif ied electors voting on 27 the question at such election vote for the removal of the 28 official, a vacancy shall exist in such office. If a 29 majority of the qualified electors voting on the question at 30 such election vote against the removal of the official, the 31 official shall continue to serve for the remainder of the 32 term for which he or she was elected. 33 Section B. Because of the need for peace and safety in 1 the city of St. Louis, section A of this act is deemed 2 necessary for the im mediate preservation of the public 3 health, welfare, peace, and safety, and is hereby declared 4 to be an emergency act within the meaning of the 5 constitution, and section A of this act shall be in full 6 force and effect upon its passage and approval. 7 21 22 23 □ FOR the removal of ______ (name of official) from the office of ______ (name of office). 24 25 26 □ AGAINST the removal of ______ (name of official) from the office of ______ (name of office).
