13inrecognitionoftheEMSpersonnellicensureinterstatecompact.Thedepartmentshallnot
14issuealicenseuntilthedepartmentreceivestheresultsofanapplicant'scriminalbackground
15checkfromtheMissouristatehighwaypatrolandtheFederalBureauofInvestigation,but,
16notwithstandingthissubsection,thedepartmentmayissueatemporarylicenseasprovided
17undersection190.143.Anyfeesdueforacriminalbackgroundcheckshallbepaidbythe
18applicant.

65 5.Nopersonshallholdthemselvesoutasanemergencymedicaltechnicianor
66providetheservicesofanemergencymedicaltechnicianunlesssuchpersonislicensedbythe
67department.
68 6.Anyruleorportionofarule,asthattermisdefinedinsection536.010,thatis
69createdundertheauthoritydelegatedinthissectionshallbecomeeffectiveonlyifitcomplies
70withandissubjecttoalloftheprovisionsofchapter536and,ifapplicable,section536.028.
71Thissectionandchapter536arenonseverableandifanyofthepowersvestedwiththe

4childrenwithinthestateofMissouri.Thecouncilshallconsistofthefollowingmembers:

51numberofreportsmadetolawenforcement,arrests,prosecutionrates,andanyotherdata
52importantforanyrecommendationsofthecouncil.Statedepartmentsandcouncilmembers
53shallproviderelevantdataasrequestedbythecounciltofulfillthecouncil'sduties;and
54 (2)Collectfeedbackfromstakeholders,practitioners,andleadershipthroughoutthe
55stateinordertodevelopbestpracticesandproceduresregardingtheresponsetosex
56traffickingandsexualexploitationofchildren,includingidentificationandassessmentof
57victims;responseandtreatmentcoordinationandcollaborationacrosssystems;trauma-
58informed,culturallycompetentvictim-centeredservices;trainingforprofessionalsinall
59systems;andinvestigatingandprosecutingperpetrators.
60 4.]The[departmentofsocialservices] attorneygeneralshallprovideadministrative
61supporttothecouncil.
62 [5.OnorbeforeDecember31,2023,thecouncilshallsubmitareportofthecouncil's
63activitiestothegovernorandgeneralassemblyandthejointcommitteeonchildabuseand
64neglectundersection21.771.Thereportshallincluderecommendationsforpriorityneeds
65andactions,includingstatutoryorregulatorychangesrelatingtotheresponsetosex
66traffickingandsexualexploitationofchildrenandservicesforchildvictims.
67 6.ThecouncilshallexpireonDecember31,2023] 4.(1)Thereisherebycreated
68inthestatetreasurythe"Anti-TraffickingFund",whichshallconsistofmoneys
69appropriatedtoitbythegeneralassemblyandanygrants,gifts,donations,and
70bequests.Thestatetreasurershallbecustodianofthefund.Inaccordancewith
71sections30.170and30.180,thestatetreasurermayapprovedisbursements.Thefund

77 (2)Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys
78remaininginthefundattheendofthebienniumshallnotreverttothecreditofthe
79generalrevenuefund.
80 (3)Thestatetreasurershallinvestmoneysinthefundinthesamemanneras
81otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe
82creditedtothefund.
211.326.1.Thestatecourtsadministratorshall:
2 (1)Evaluateexistingservicesbyestablishingperformancestandardsincluding
3performancestandardsforjuvenilecourtsreceivingdiversionfunds;
4 (2)Developstandardsfororientationtrainingforallnewjuvenilecourtprofessional

16 3.Continuingeducationstandardsestablishedundersubdivision(3)of
17subsection1ofthissectionshallincludearequirementthateachjuvenileofficer
18annuallycompleteonehourofsexandhumantraffickingtrainingconsistentwiththe
19guidelinesestablishedinsection27.170.Theprovisionsofthissubsectionshallbecome
20effectiveonJanuary1,2025,andshallexpireonDecember31,2029.
324.035.1.Noboard,commission,orcommitteewithinthedivisionofprofessional
2registrationshallutilizeoccupationalfees,oranyotherfeesassociatedwithlicensing
3requirements,orcontractorpartnerwithanyoutsidevendororagencyforthepurposeof
4offeringcontinuingeducationclassesunlessthecontinuingeducationprogramis
5approvedbythedirectorofthedivisionofprofessionalregistrationandisavailable
6toalllicenseesoftheboard,commission,orcommittee.

8committeewithinthedivisionofprofessionalregistrationfromutilizingoccupational
9licensurefeesforthepurposeofparticipatinginconferences,seminars,orotheroutreachfor
10thepurposeofcommunicatinginformationtolicenseeswithrespecttochangesinpolicy,law,
11orregulations.
335.059.1.Eachregisterednurse,licensedpracticalnurse,andadvanced
2practiceregisterednurselicensedunderthischaptershallannuallycompleteonehour
3ofsexandhumantraffickingtrainingconsistentwiththeguidelinesestablishedin
4section27.170.
5 2.Thestateboardofnursingshallnotrenewthelicenseofanursesubjecttothe

13 2.Thehoursofcontinuingeducationrequiredforrenewalofalicenseunderthis
14sectionshallincludetwohoursofsexandhumantraffickingtrainingconsistentwiththe
15guidelinesestablishedinsection27.170.Theprovisionsofthissubsectionshallbecome
16effectiveonJanuary1,2025,andshallexpireonDecember31,2029.
