ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB 1906. BeginningJanuary1,2025,thetruevalueinmoneyofrealproperty maintainedandusedbytheownerasaprimaryresidencefor assessmentpurposeswillbeequaltothemostrecentpurchaseprice ofsuchrealproperty. Suchtruevalueinmoneyshallbethetrue valueinmoneyforallsubsequentassessmentsuntilthenextsale ofsuchproperty. Asspecifiedinthebill,ifahomeownermakesadditionsor improvementstotheproperty,andthoseadditionsorimprovements increasethevalueofsaidpropertyby50%ormore,thehomeowner mustnotifytheassessor. Theassessormustthenestablishanew assessedvaluation,whichwillbethetruevalueinmoneyforall subsequentassessmentsuntilthenextsaleofsuchproperty. Ifthesaleofapieceofrealestateresultsinatransactionthat isbelowmarketvalue,theassessormustprovideevidencetothe BoardofEqualizationorotherequivalententitythatsuchsale priceshouldnotbeusedasthenewtruevalueinmoneyfor assessmentpurposes.
