HB1946--SCHOOLSAFETY SPONSOR: Shields Thisbillrequiresschooldistrictsandcharterschoolstoadopta comprehensiveemergencyoperationsplantoaddressschoolsafety, crises,andemergencyoperations. Schoolsmustensureaphysical securitysiteassessmentannuallyandtheDepartmentofElementary andSecondaryEducation(DESE) shalldevelopstandardsforthe emergencyoperationplans(Section160.480RSMo). Thebillestablishesthe"StoptheBleedAct",defines"bleeding controlkit"andrequiresDESEtodevelopatraumaticbloodloss protocolforschoolpersonalbyJanuary1,2025. Thebilloutlinesthespecificrequirementsforthebloodloss protocolwhichshallincludeableedingcontrolkitbeplacedin areaswherethereislikelytobehightrafficorcongregation,and areaswhereriskofinjurymaybeelevated. Additionally,each districtmustdesignateaschoolnurseorschoolhealthcare provider,orifnoschoolnurseorschoolhealthcareprovideris available,aschoolpersonnelmembertoreceiveannualtrainingon theuseofabloodcontrolkit. ThebillrequiresDESEandeachschooldistrictandcharterschool tomaintaininformationregardingthetraumaticbloodlossprotocol andtheStoptheBleednationalawarenesscampaignontheir respectivewebsite(Section160.485). ThebillrequiresthatbeginningJuly1,2025,theStateBoardof Education(SBE)modifyschoolsafetycriteriaintheMissouri SchoolImprovementProgramtorequireaprimaryandsecondary schoolsafetycoordinatortocompletetheFederalEmergency ManagementAdministration's (FEMA)IncidentCommandTraining ProgramoranysubsequentprogramcreatedbyFEMAtoreplacethe IncidentCommandTrainingProgramwithinoneyearofbeing designatedacoordinator(Section160.660). Thebillrequiresthatschooldistrictsandcharterschoolsequip eachinteriordoorwithanti-intruderdoorlocksandeachexterior doorwithbullet-resistantwindowfilm.Thisrequirementis subjecttoappropriations tocoverallcostshowever,aschoolmay receivedonations,asspecifiedinthebill. Anyexterior,entryway,orinteriordoorinstalledafterthe effectivedateoftheseprovisionsshallbeequipped,asspecified inthebillandbyJuly1,2028allschoolsmusthaveallexisting doorsbothexteriorandinteriorequippedperthespecifications in thebills,anddevelopandimplementpoliciesrelatingtoaccessto individualclassroomsandrequirethatdoorswithwindowsbe equippedwithmaterialtocoverwindowsduringabuildinglockdown (Section160.663). Thebillrequiresbehavioralriskassessmentstobeincludedinthe recordstoberequestedbyschoolofficialswhenenrollingapupil (Sections167.020and167.022). Currently,schooldistrictsmustbenotifiedifapetitionisfiled injuvenilecourtwithspecificallegations. Thisbillexpandsthe currentrequirementstoalsoincludewhenachargeorindictmentis filed,addstheprosecutortothelistofrequirednotifiers,and requiressuchnoticetobewithin24hoursandreducesthe requirementforasummaryoffactsfromfivedaystotwobusiness daysfollowingthecasedisposition. Thebillallowsschool districtstorequestaninjunctiontoexcludestudentsfrom educationalservicesifthereisalikelihoodofdangertothe safetyofpupilsoremployeesintheschooldistrict(Section 167.115). Thebillauthorizeddistrictsandcharterschoolstoenterinto writtenagreementswithlawenforcementonproceduresforreporting criminaloffensesoutlinedinthebillandallowsforcertain offensesforstudentsunder11yearsofagetobereportedtothe Children'sDivision,withintheDepartmentofSocialServices (Section167.117). Thebillrequiresthatcardiopulmonary resuscitationtrainingbe requiredforschooldistrictandcharterschoolemployees(Section 167.624). Thebillrequiresthatbeginninginthe2025-26schoolyearthe ActiveShooterandIntruderResponseTrainingforSchoolsProgram berequiredforteachersandschoolemployeesonanannualbasis. Thebillrequiresthatinitialtrainingbeeighthoursand continuingtrainingbefourhoursinlength. Currently,publicschoolsarerequiredtofosteranenvironment wherestudentsfeelcomfortablereportingapotentiallythreatening ordangeroussituationwithanadult.Thisbilladdthe requirementthatschoolsmustannuallyprovideage-appropriate informationontheMissouriStateHighwayPatrol'sCourage2ReportMO reportingmechanism. Beginningwiththe2025-26schoolyears schoolsmustannuallyholdactiveshooterexercisesinwhich students,teachers,andschoolemployeessimulateconditionswhere anactiveshooterispresent(Section170.315).
