160.480.1.Theboardofeducationofeachschooldistrict[inthisstateisauthorized
2to]andthegoverningboardofeachcharterschoolshalladopt[an]acomprehensive
3emergency[preparedness] operationsplan[to]thatshalladdress[theuseofschool
4resources,includingschoolfacilities,commodityfoods,schoolbuses,andequipmentifa
5naturaldisasterorothercommunityemergencyoccurs]:
6 (1)Schoolsafety,crises,andemergencyoperations;
7 (2)Prevention,preparation,operations,andfollow-up;
8 (3)Collaborationwithlocallawenforcement,providersoffireprotection
9services,andemergencymanagement;and
10 (4)Considerationofsupportingmentalhealthneedsofallinvolvedinanycrisis.
11 2.Theemergencyoperationsplanshallbesharedwithlocallawenforcement,
12providersoffireprotectionservices,andemergencymanagement.
13 3.Theemergency[preparedness] operationsplanmayauthorizethesuperintendent
14orotherdesignatedschoolofficialstoapproveuseofschoolresourcestoproviderelieftothe
15communityifanemergencyoccurs.

18feedingundersuchprogram.
19 [4.]5.Theuseofschoolresourcesunderthissectionshallbesubjecttoreviewbythe
20boardofeducationorcharterschoolgoverningboardwithinthirtydaysofauthorizationor
21assoonasreasonablypossible.
22 6.Theboardofeducationofeachschooldistrictandthegoverningboardof
23eachcharterschoolshallensurethecompletionofaphysicalsecuritysiteassessmentat
24eachfacilityannually.
25 7.Thedepartmentofelementaryandsecondaryeducationshalldevelop
26standardsforemergencyoperationsplansdescribedinsubsection1ofthissectionand
27shallannuallyensurecompliancewiththeadoptionoftheemergencyoperationsplan
28describedinsubsection1ofthissection.
29 8.Thedepartmentofelementaryandsecondaryeducationshalldevelop
30standardsfortheannualphysicalsecuritysiteassessmentdescribedinsubsection5of
31thissectionusingnationallyacceptedmethodologyandshallensurecompliancewiththe
32completionoftheassessmentdescribedinsubsection5ofthissection.

27 3.(1)BeforeJanuary1,2025,thedepartmentshalldevelopatraumaticblood
28lossprotocolforschoolpersonneltofollowintheeventofaninjuryinvolvingtraumatic
29bloodloss.Theprotocolshallmeettherequirementsofthissectionandshallbemade
30availabletoeachschooldistrictandcharterschool.
31 (2)Thetraumaticbloodlossprotocolshall:
32 (a)Requirethatableedingcontrolkitbeplacedinareaswherethereislikelyto
33behightrafficorcongregation,suchasauditoriums,cafeterias,orgymnasiums,and
34areaswhereriskofinjurymaybeelevated,includingvocationalclassessuchas
35woodworkingorautomotiveclasses,ofeachschooldistrict'sschoolbuildingandeach
36charterschoolinaneasilyaccessiblelocationofsuchareastobedeterminedbylocal
37emergencymedicalservicespersonnel;
38 (b)Includebleedingcontrolkitsintheemergencyplansofeachschooldistrict
39andcharterschool,includingthepresentationanduseofthebleedingcontrolkitsinall
40drillsandemergencies;
41 (c)Requireeachschooldistrictandcharterschooltodesignateaschoolnurseor
42schoolhealthcareprovider,orifnoschoolnurseorschoolhealthcareprovideris
43available,aschoolpersonnelmember,ineachschoolbuildingwhoshallobtain
44appropriatetrainingannuallyintheuseofableedingcontrolkitincluding,butnot

56bleedingcontrolkitcontainsallnecessarymaterials,supplies,andequipment.

58ofHomelandSecurityandthestatedepartmentofpublicsafety,includerequirementsin
59thetraumaticbloodlossprotocolforschoolpersonneltoreceiveannualtraininginthe
60useofbleedingcontrolkits.
61 (2)Thetrainingrequirementsshallbesatisfiedbysuccessfulcompletionand
62certificationunderthe"STOPTHEBLEED"courseaspromulgatedbytheAmerican
63CollegeofSurgeonsCommitteeonTraumaortheAmericanRedCross.
64 (3)Thetrainingrequirementsmayallowonlineinstruction.
65 5.(1)Ableedingcontrolkitmaycontainanyadditionalitemsthat:
66 (a)Areapprovedbyemergencymedicalservicespersonnel,assuchtermis

160.660.1.OnorbeforeJuly1,[2001] 2025, thestateboardofeducationshalladd
2toanyschoolfacilitiesandsafetycriteriadevelopedfortheMissourischoolimprovement
3programprovisionsthatrequire:
4 (1)Eachschooldistricttodesignateaprimaryandsecondaryschoolsafety
5coordinator;
6 (2)Eachschooldistrict's[designated] primaryandsecondarysafetycoordinatorto
7haveathoroughknowledgeofallfederal,stateandlocalschoolviolencepreventionprograms
8andresourcesavailabletostudents,teachersorstaffinthedistrict;and
9 [(2)](3)Eachschooldistricttofullyutilizeallsuchprogramsandresourcesthatthe
10localschoolboardoritsdesigneedeterminesarenecessaryandcost-effectivefortheschool
11district.
12 2.Eachschooldistrictshallrequiretheschoolsafetycoordinatorsandother
13designatedpersonnel,asnecessary,tocompletewithinonecalendaryearofbeing
14designatedasaschoolsafetycoordinator,either:
15 (1)(a)TheFederalEmergencyManagementAdministration's(FEMA)IS-
16100.C:IntroductiontotheIncidentCommandSystem,ICS100,oritssuccessorcourse;
17and
18 (b)TheFederalEmergencyManagementAdministration's(FEMA)IS-200.C:
19BasicIncidentCommandSystemforInitialResponse,ICS-200,oritssuccessorcourse;
20or
21 (2)TheIncidentCommandSystem(ICS)forSchoolscourseprovidedbythe
22MissouriSchoolBoards'Association'sCenterforEducationSafety(CES),orits
23successorcoursecreatedbyCEStoreplacetheICSforSchoolscourse.
24 3.Anyruleorportionofarule,asthattermisdefinedinsection536.010,thatis
25createdundertheauthoritydelegatedinthissectionshallbecomeeffectiveonlyifitcomplies
26withandissubjecttoalloftheprovisionsofchapter536and,ifapplicable,section536.028.
27Thissectionandchapter536arenonseverableandifanyofthepowersvestedwiththe
28generalassemblypursuanttochapter536toreview,todelaytheeffectivedateorto
29disapproveandannularulearesubsequentlyheldunconstitutional,thenthegrantof
30rulemakingauthorityandanyruleproposedoradoptedafterAugust28,2000,shallbeinvalid

45accesspoliciesandpracticesthat:
46 (1)Controlaccesstoindividualclassrooms;and
47 (2)Requireclassroomdoorswithwindowsandadjoiningsidelightstobe
48equippedwithmaterialthatprovidesconcealmentofstudentsandstaffinlockdown
49whilemaintainingsomelimitedvisibilityintotheroomforfirstresponders.
167.020.1.Asusedinthissection,theterm"homelesschild"or"homelessyouth"
2shallmeanapersonlessthantwenty-oneyearsofagewholacksafixed,regularandadequate
3nighttimeresidence,includingachildoryouthwho:
4 (1)Issharingthehousingofotherpersonsduetolossofhousing,economichardship,
5orasimilarreason;islivinginmotels,hotels,orcampinggroundsduetolackofalternative
6adequateaccommodations;islivinginemergencyortransitionalshelters;isabandonedin
7hospitals;orisawaitingfostercareplacement;
8 (2)Hasaprimarynighttimeresidencethatisapublicorprivateplacenotdesignedfor
9orordinarilyusedasaregularsleepingaccommodationforhumanbeings;
10 (3)Islivingincars,parks,publicspaces,abandonedbuildings,substandardhousing,
11busortrainstations,orsimilarsettings;and
12 (4)Isamigratorychildoryouthwhoqualifiesashomelessbecausethechildoryouth
13islivingincircumstancesdescribedinsubdivisions(1)to(3)ofthissubsection.
14 2.Inordertoregisterapupil,theparentorlegalguardianofthepupilorthepupil
15himselforherselfshallprovide,atthetimeofregistration,oneofthefollowing:
16 (1)Proofofresidencyinthedistrict.Exceptasotherwiseprovidedinsection
17167.151,theterm"residency"shallmeanthatapersonbothphysicallyresideswithinaschool
18districtandisdomiciledwithinthatdistrictor,inthecaseofaprivateschoolstudent
19suspectedofhavingadisabilityundertheIndividualsWithDisabilitiesEducationAct,20
20U.S.C.Section[1412,] 1411etseq.,thatthestudentattendsprivateschoolwithinthatdistrict.
21Thedomicileofaminorchildshallbethedomicileofaparent,militaryguardianpursuantto
22amilitary-issuedguardianshiporcourt-appointedlegalguardian.Forinstancesinwhichthe
23familyofastudentlivinginMissourico-locatestolivewithotherfamilymembersorliveina
24militaryfamilysupportcommunitybecauseoneorbothofthechild'sparentsarestationedor
25deployedoutofstateordeployedwithinMissouriunderactivedutyordersunderTitle10or
26Title32oftheUnitedStatesCode,thestudentmayattendtheschooldistrictinwhichthe
27familymember'sresidenceorfamilysupportcommunityislocated.Iftheactivedutyorders
28expireduringtheschoolyear,thestudentmayfinishtheschoolyearinthatdistrict;
HCSHB1946	7 29 (2)Proofthatthepersonregisteringthestudenthasrequestedawaiverunder
30subsection3ofthissectionwithinthelastforty-fivedays;or
31 (3)Proofthatoneorbothofthechild'sparentsarebeingrelocatedtothestateof
32Missouriundermilitaryorders.

34Ininstanceswherethereisreasontosuspectthatadmissionofthepupilwillcreatean
35immediatedangertothesafetyofotherpupilsandemployeesofthedistrict,the
36superintendentorthesuperintendent'sdesigneemayconveneahearingwithinfive
37workingdaysoftherequesttoregisteranddeterminewhetherornotthepupilmayregister.
38 3.Anypersonsubjecttotherequirementsofsubsection2ofthissectionmayrequest
39awaiverfromthedistrictboardofanyofthoserequirementsonthebasisofhardshiporgood
40cause.Undernocircumstancesshallathleticabilitybeavalidbasisofhardshiporgoodcause
41fortheissuanceofawaiveroftherequirementsofsubsection2ofthissection.Thedistrict
42boardorcommitteeoftheboardappointedbythepresidentandwhichshallhavefull
43authoritytoactinlieuoftheboardshallconveneahearingassoonaspossible,butnolater
44thanforty-fivedaysafterreceiptofthewaiverrequestmadeunderthissubsectionorthe
45waiverrequestshallbegranted.Thedistrictboardorcommitteeoftheboardmaygrantthe
46requestforawaiverofanyrequirementofsubsection2ofthissection.Thedistrictboardor
47committeeoftheboardmayalsorejecttherequestforawaiverinwhichcasethepupilshall
48notbeallowedtoregister.Anypersonaggrievedbyadecisionofadistrictboardor
49committeeoftheboardonarequestforawaiverunderthissubsectionmayappealsuch
50decisiontothecircuitcourtinthecountywheretheschooldistrictislocated.
51 4.Anypersonwhoknowinglysubmitsfalseinformationtosatisfyanyrequirementof
52subsection2ofthissectionisguiltyofaclassAmisdemeanor.
53 5.Inadditiontoanyotherpenaltiesauthorizedbylaw,adistrictboardmayfileacivil
54actiontorecover,fromtheparent,militaryguardianorlegalguardianofthepupil,thecostsof
55schoolattendanceforanypupilwhowasenrolledataschoolinthedistrictandwhoseparent,
56militaryguardianorlegalguardianfiledfalseinformationtosatisfyanyrequirementof
57subsection2ofthissection.
58 6.Subsection2ofthissectionshallnotapplytoapupilwhoisahomelesschildor
59youth,orapupilattendingaschoolnotinthepupil'sdistrictofresidenceasaparticipantinan
60interdistricttransferprogramestablishedunderacourt-ordereddesegregationprogram,a
61pupilwhoisawardofthestateandhasbeenplacedinaresidentialcarefacilitybystate
62officials,apupilwhohasbeenplacedinaresidentialcarefacilityduetoamentalillnessor
63developmentaldisability,apupilattendingaschoolpursuanttosections167.121and
64167.151,apupilplacedinaresidentialfacilitybyajuvenilecourt,apupilwithadisability
65identifiedunderstateeligibilitycriteriaifthestudentisinthedistrictforreasonsotherthan
HCSHB1946	8 66accessingthedistrict'seducationalprogram,orapupilattendingaregionalorcooperative
67alternativeeducationprogramoranalternativeeducationprogramonacontractualbasis.
68 7.Withintwobusinessdaysofenrollingapupil,theschoolofficialenrollingapupil,
69includinganyspecialeducationpupil,shallrequestthoserecordsrequiredbydistrictpolicy
70forstudenttransfer[andthose], disciplinerecordsrequiredbysubsection[9]10ofsection
71160.261fromallschoolspreviouslyattendedbythepupilwithinthelasttwelvemonths, and
72recordsofanybehavioralriskassessmentcompletedonthepupilbythedistrict. Any
73schooldistrictthatreceivesarequestforsuchrecordsfromanotherschooldistrictenrollinga
74pupilthathadpreviouslyattendedaschoolinsuchdistrictshallrespondtosuchrequest
75withinfivebusinessdaysofreceivingtherequest.Schooldistrictsmayreportordisclose
76educationrecordstolawenforcementandjuvenilejusticeauthoritiesifthedisclosure
77concernslawenforcement'sorjuvenilejusticeauthorities'abilitytoeffectivelyserve,priorto
78adjudication,thestudentwhoserecordsarereleased.Theofficialsandauthoritiestowhom
79suchinformationisdisclosedmustcomplywithapplicablerestrictionssetforthin20U.S.C.
80Section1232g(b)(1)(E).
81 8.Ifoneorbothofachild'sparentsarebeingrelocatedtothestateofMissouriunder
82militaryorders,aschooldistrictshallallowremoteregistrationofthestudentandshallnot
83requiretheparentorlegalguardianofthestudentorthestudenthimselforherselfto
84physicallyappearatalocationwithinthedistricttoregisterthestudent.Proofofresidency,as
85describedinthissection,shallnotberequiredatthetimeoftheremoteregistrationbutshall
86berequiredwithintendaysofthestudent'sattendanceintheschooldistrict.
167.022.Consistentwiththeprovisionsofsection167.020,withinforty-eighthours
2ofenrollinganonresidentpupilplacedpursuanttosections210.481to210.536,theschool
3officialenrollingapupil,includinganyspecialeducationpupil,shallrequestthoserecords
4requiredbydistrictpolicyforstudenttransfer[andthose], disciplinerecordsrequiredby
5subsection[9]10ofsection160.261, andrecordsofanybehavioralriskassessment
6completedonthepupilfromallschoolsandotherfacilitiespreviouslyattendedbythepupil
7andfromotherstateagenciesasenumeratedinsection210.518andanyentitiesinvolvedwith
8theplacementofthestudentwithinthelasttwenty-fourmonths.Anyrequestforrecords
9underthissectionshallinclude,ifapplicabletothestudent,anyrecordsrelatingtoanactof
10violenceasdefinedundersubsection7ofsection160.262.
167.115.1.Notwithstandinganyprovisionofchapter211orchapter610tothe

57officialspursuanttothissectionshallbereceivedinconfidenceandusedforthelimited
58purposeofassuringthatgoodorderanddisciplineismaintainedintheschool.This
59informationshallnotbeusedasthesolebasisfornotprovidingeducationalservicestoa
60publicschoolpupilunlesstheschooldistrictrequeststheattorneygeneral'sofficeorthe
61districtorcharterschool'sattorneytoseekaninjunctionfromacourtofcompetent
62jurisdictiontoexcludethepupilfromeducationalservicesifthereisasubstantial
63likelihoodofdangertothesafetyofpupilsoremployeesoftheschooldistrict.The

66 4.Thesuperintendentshallnotifytheappropriatedivisionofthejuvenileorfamily

167.117.1.Inanyinstancewhenanypersonisbelievedtohavecommittedanact
2whichifcommittedbyanadultwouldbeassaultinthefirst,secondorthirddegree,sexual
3assault,ordeviatesexualassaultagainstapupilorschoolemployee,whileonschool
4property,includingaschoolbusinserviceonbehalfofthedistrict,orwhileinvolvedin
5schoolactivities,theprincipalshallimmediatelyreportsuchincidenttotheappropriatelocal
6lawenforcementagencyandtothesuperintendent,exceptinanyinstancewhenanypersonis
7believedtohavecommittedanactwhichifcommittedbyanadultwouldbeassaultinthe
8thirddegreeandawrittenagreementastotheprocedureforthereportingofsuchincidentsof
9thirddegreeassaulthasbeenexecutedbetweenthesuperintendentoftheschooldistrictand
10theappropriatelocallawenforcementagency,theprincipalshallreportsuchincidenttothe
11appropriatelocallawenforcementagencyinaccordancewithsuchagreement.
12 2.Inanyinstancewhenapupilisdiscoveredtohaveonoraboutsuchpupil'sperson,
13oramongsuchpupil'spossessions,orplacedelsewhereontheschoolpremises,includingbut
14notlimitedtotheschoolplaygroundortheschoolparkinglot,onaschoolbusorataschool
15activitywhetheronoroffofschoolpropertyanycontrolledsubstanceasdefinedinsection
16195.010oranyweaponasdefinedinsubsection6ofsection160.261inviolationofschool
17policy,theprincipalshallimmediatelyreportsuchincidenttotheappropriatelocallaw
18enforcementagencyandtothesuperintendent.
19 3.Inanyinstancewhenateacherbecomesawareofanassaultassetforthin
20subsection1ofthissectionorfindsapupilinpossessionofaweaponorcontrolled
21substancesassetforthinsubsection2ofthissection,theteachershallimmediatelyreport
22suchincidenttotheprincipal.
23 4.Schooldistrictsandcharterschoolsmayenterintowrittenagreementswith
24lawenforcementagenciesastotheprocedureforreportingthecriminaloffensesin
25listedinsubsection1ofthissection.Theagreementsmayauthorizetheschooldistrict
26orcharterschooltoreportthecriminaloffensetothechildren'sdivisionratherthanlaw
27enforcementifapupilisunderelevenyearsofage.
28 5.Ifaschoolemployee,agent,orofficialbecomesawareofanoffensethatis

167.624.Eachschoolboard[inthestate,iftheschooldistrictdoesnotpresentlyhave
2aprogramasdescribedbelow,maydevelopandimplementaprogramtotrainthestudents
3and]andcharterschoolgoverningboardshallprovidetrainingforallemployeesofthe
4districtorcharterschoolintheadministrationofcardiopulmonaryresuscitationandother
5lifesavingmethods,astheydeterminebest[,and].Suchboardmayconsultthedepartmentof
6publicsafety,thestatefiremarshal'soffice,thelocalfireprotectionauthorities,andothersas
7theboardseesfit.[Theboardmaymakecompletionoftheprogramarequirementfor
8graduation.] Anytrainedemployeeshallbeheldharmlessandimmunefromanycivil
9liabilityforadministeringcardiopulmonaryresuscitationandotherlifesavingmethodsin
10goodfaithandaccordingtostandardmedicalpractices.

2ResponseTrainingforSchoolsProgram(ASIRT).
3 (2)ForeachschoolyearendingbeforeJuly1,2025,eachschooldistrictand
4charterschoolmay[, byJuly1,2014,] includeinitsteacherandschoolemployeetraininga
5componentonhowtoproperlyrespondtostudentswhoprovidethemwithinformationabout
6athreateningsituationandhowtoaddresssituationsinwhichthereisapotentiallydangerous
7orarmedintruderintheschool.Trainingmayalsoincludeinformationandtechniqueson
8howtoaddresssituationswhereanactiveshooterispresentintheschooloronschool
9property; and
10 (3)Forthe2025-26schoolyearandallsubsequentschoolyears,eachschool
11districtandcharterschoolshallincludeinitsteacherandschoolemployeetraininga
12componentonhowtoproperlyrespondtostudentswhoprovideateacherorschool
13employeewithinformationaboutathreateningsituationandhowtoaddresssituations
14inwhichthereisapotentiallydangerousorarmedintruderintheschool.Suchtraining
15shallincludeinformationandtechniquesonhowtoaddresssituationswhereanactive
16shooterispresentintheschooloronschoolproperty.
17 2.(1)ForeachschoolyearendingbeforeJuly1,2025,eachschooldistrictand
18charterschoolmayconductthetrainingdescribedinsubdivision(2)ofsubsection1ofthis
19sectiononanannualbasis.Ifnoformaltraininghaspreviouslyoccurred,thelengthofthe
20trainingmaybeeighthours.Thelengthofannualcontinuingtrainingmaybefourhours.
21 (2)Forthe2025-26schoolyearandallsubsequentschoolyears,eachschool
22districtandcharterschoolshallconductthetrainingrequiredinsubdivision(3)of
HCSHB1946	13 23subsection1ofthissectiononanannualbasis.Ifnoformaltraininghaspreviously
24occurred,thelengthofthetrainingshallbeeighthours.Thelengthofannual
25continuingtrainingshallbeatleastfourhours.
26 3.Allschoolpersonnelshallparticipateinasimulatedactiveshooter[and] or
27intruderresponsedrillconductedandledbylawenforcementprofessionalsorschoolsafety
28professionals. Eachdrill[may] shallincludeanexplanationofitspurposeandasafety
29briefing.[Thetrainingshallrequireeachparticipanttoknowandunderstandhowtorespond
30intheeventofanactualemergencyonschoolpropertyorataschoolevent.Thedrillmay
31include:
32 (1)Allowingschoolpersonneltorespondtothesimulatedemergencyinwhatever
33waytheyhavebeentrainedorinformed;and
34 (2)Allowingschoolpersonneltoattemptandimplementnewmethodsofresponding
35tothesimulatedemergencybaseduponpreviouslyusedunsuccessfulmethodsofresponse.]
36 4.Allinstructorsfortheprogramshallbecertifiedbythedepartmentofpublic
37safety'speaceofficersstandardstrainingcommission.
38 5.Schooldistrictsandcharterschoolsmayconsultandcollaboratewithlaw
39enforcementauthorities,emergencyresponseagencies,andotherorganizationsandentities
40trainedtodealwithactiveshootersorpotentiallydangerousorarmedintruders.
41 6.Publicschoolsshallactivelyfosteranenvironmentinwhichstudentsfeel
42comfortablesharinginformationtheyhaveregardingapotentiallythreateningordangerous
43situationwitharesponsibleadult.Aspartofeachpublicschool'seffortstoactivelyfoster
44suchenvironment,eachpublicschoolshallannuallyprovideage-appropriate
45informationandtrainingontheMissouristatehighwaypatrol'sCourage2ReportMO
46(C2R)reportingmechanismoritssuccessorreportingmechanism.
47 7.Forthe2025-26schoolyearandallsubsequentschoolyears,eachschool
48districtandcharterschoolshallholdanage-appropriateactiveshooterexercisein
49whichstudents,teachers,andotherschoolemployeesparticipateinandpracticethe
