ThisbillchangesthewayinwhichmembersoftheStateHighways
andTransportation Commissionareselected.
BeginningDecember1,2026,thenumberofmembersoftheCommission
maybechanged,buttherecannotbemorethanonememberfromeach
Congressionaldistrictatthesametime.
Ifcongressionalreapportionment resultsinthelossofadistrict,
themostseniormemberoftheCommissionwillservetheremainder
ofthemember'sterm,andthenthatseatwillnolongerexist.If
congressionalreapportionment increasesthenumberofdistricts,
thenumberofmembersontheCommissionwillbeincreasedbylawto
matchthenumberofdistricts.
MembersoftheCommissionwillbeappointedbytheGovernor,with
notmorethanhalfofthemembersofthesamepoliticalparty.
Nomembercanbeappointedtoreplaceamemberfromthesame
Congressionaldistrict,andnomembercanbeappointedfroma
Congressionaldistrictuntileachdistricthasbeenrepresentedby
amemberatleastonce.
IfthegovernordoesnotfillavacancyontheCommissionwithin30
days,thevacancyfortheunexpiredtermwillbefilledbya
majorityvoteoftheremainingCommissionmembersfromalistof10
candidatesprovidedbytheHouseofRepresentatives andapprovedby
theGeneralAssembly. Thevoteanddeliberationstofillthe
vacancywillbepublic.
