FISCAL ANALYSIS
ASSUMPTION
§§59.900, 59.903, 59.906, 59.909 & 59.912 – Uniform Real Property Electronic Recording Act
Officials from the State Tax Commission, the Missouri Senate, the Department of Commerce 
and Insurance and the Office of the Governor each assume the proposal will have no fiscal 
impact on their respective organizations. 
Officials from the Attorney General’s Office did not respond to Oversight’s request for fiscal 
impact for this proposal.
Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero 
impact in the fiscal note for these agencies. Oversight notes the provision of this proposal will 
become effective on January 1, 2025.  As the proposal is silent to the matter, Oversight assumes 
members of the new Electronic Recording Commission will not be paid for their services and 
will not be reimbursed for their expenses.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other counties and county recorders were requested to respond to this proposed 
legislation but did not. A listing of political subdivisions included in the Missouri Legislative 
Information System (MOLIS) database is available upon request.

The proposed legislation appears to have no direct fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
