No. 5786H.02C Bill No. HCS for HB 2756 Page 3 of March 14, 2024 KC:LR:OD FISCAL ANALYSIS ASSUMPTION Oversight assumes the House Committee Substitute for House Bill 2756 adds section 67.2810 that allows one or more municipalities to form clean energy development boards. This section states a clean energy development board shall be a political subdivision of the state and modifies the powers of such boards. Oversight assumes municipalities will have the option to choose to develop a board or not; therefore, Oversight will reflect a $0 to Unknown cost to local political subdivisions. Officials from the Department of Commerce and Insurance, the Department of Revenue, the Office of Administration - Budget and Planning and Kansas City each assume the proposal will have no fiscal impact on their respective organizations. Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the fiscal note for the above mentioned agencies. Oversight notes we requested information from numerous other cities as well as counties, but none other than Kansas City responded. FISCAL IMPACT – State GovernmentFY 2025 (10 Mo.)
