ThebillallowsthedepartmentsofSocialServicesandElementary
andSecondaryEducationtopurchaseservicesdirectlyfromprivate
andpublicvendorsintheStateusingappropriatedfunds,covering
variousservicesforindividualsaffectedbymentaldisorders,
disabilities,orsubstanceabuse.
ThisbillspecifiesthattheCommissionerofAdministration, in
consultationwiththedirectorofthedepartment,willestablish
purchasingproceduresconsistentwiththeusualstatepurchasing
procedures. TheCommissionershallcooperatewitheachdepartment
topurchaseservicesinatimelymannerthatmeetstheneedsof
thoseservedbythedepartment.
TheCommissionermayenactrulesforreviewingandmanaging
contracts,includingtheabilitytowaivebiddingproceduresif
deemedappropriate. Entitiesdisbursingfundsforcommunity
programsarelimitedinthefeestheycancollectbasedonthe
amountoffundsdisbursedfromthedepartment.
