| 11 | 11 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |

| 12 | 12 | | Section A. Chapter 67, RSMo, is amended by ad ding thereto 1 |
|---|
| 13 | 13 | | one new section, to be known as section 67.1100, to read as 2 |
|---|
| 14 | 14 | | follows:3 |
|---|
| 15 | 15 | | 67.1100. 1. There is hereby established a "Text -to- 1 |
|---|
| 16 | 16 | | Donate" pilot program in any city not within a county and 2 |
|---|
| 17 | 17 | | any home rule city with more than four hundred thousand 3 |
|---|
| 18 | 18 | | inhabitants and located in more than one county. Each such 4 |
|---|
| 19 | 19 | | city shall create a fund within the city treasury to receive 5 |
|---|
| 20 | 20 | | funds that are specifically designated for the purpose of 6 |
|---|
| 21 | 21 | | reducing the number of homeless persons in the city. 7 |
|---|
| 22 | 22 | | 2. Any city that creates a text-to-donate fund 8 |
|---|
| 23 | 23 | | pursuant to subsection 1 of this section shall provide a 9 |
|---|
| 24 | 24 | | telephone number by which a person may donate to the fund by 10 |
|---|
| 25 | 25 | | sending a text message to the designated telephone number. 11 |
|---|
| 26 | 26 | | 3. Any city that creates a text -to-donate fund shall 12 |
|---|
| 27 | 27 | | be entrusted with the administration and promotion of, 13 |
|---|
| 28 | 28 | | donations to, and distributions from the fund. 14 |
|---|
| 29 | 29 | | Distributions from the fund shall only be used to pay for 15 |
|---|
| 30 | 30 | | services intended to reduce the city's population of 16 |
|---|

| 32 | 32 | | 4. The general assembly shall make a one -time 18 |
|---|
| 33 | 33 | | appropriation to each city described under subsection 1 of 19 |
|---|
| 34 | 34 | | this section in an amount sufficient for each city to 20 |

| 35 | 35 | | provide initial signage promoting its newly created text -to- 21 |
|---|
| 36 | 36 | | donate fund. The signage shall be placed in areas that have 22 |
|---|
| 37 | 37 | | a high population of homeless persons. Any further 23 |
|---|
| 38 | 38 | | expenditures by a city to promote its text -to-donate fund 24 |
|---|
| 39 | 39 | | shall be paid out of the fund. 25 |
