| 13 | 13 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |

| 14 | 14 | | Section A. Section 235.140, RSMo, is repealed and one new 1 |
|---|
| 15 | 15 | | section enacted in lieu thereof, to be known as section 235.140, 2 |
|---|
| 16 | 16 | | to read as follows:3 |

| 17 | 17 | | 235.140. 1. At the general municipal election in the 1 |
|---|
| 18 | 18 | | year after the first full calendar year after the 2 |
|---|
| 19 | 19 | | organization of any district , and biennially at [the] 3 |
|---|
| 20 | 20 | | general [election] municipal elections thereafter, there 4 |
|---|
| 21 | 21 | | shall be elected by the voters of the district one member of 5 |
|---|
| 22 | 22 | | the board to serve for a term of six years. Nominations 6 |
|---|
| 23 | 23 | | [may] shall be filed with the [secretary of the board ] 7 |
|---|
| 24 | 24 | | election authority for the jurisdiction in which the 8 |
|---|
| 25 | 25 | | district is located. 9 |

| 26 | 26 | | 2. The candidates for board member shall be elected on 10 |

| 27 | 27 | | a separate nonpartisan ballot. The candidate receiving the 11 |
|---|
| 28 | 28 | | most votes shall be elected. Any new member of the board 12 |

| 29 | 29 | | shall qualify in the same manner as members of the first 13 |
