No. 4414S.01I Bill No. SB 1053 Page 3 of January 3, 2024 KC:LR:OD FISCAL ANALYSIS ASSUMPTION Section 324.218 – Dietitian Licenses Officials from the Department of Commerce and Insurance (DCI) assume this proposal allows the State Committee of Dietitians to issue a nonrenewable temporary license to applicants who have not taken or passed an examination recognized by the Committee who meet the qualifications for licensure. This temporary license is good for 180 days or sooner if the temporary license employment is ceased. This would require updates to the licensure system and additional printing and postage The Committee of Dietitians believes it will be able to issue the temporary licenses without an additional FTE. Temporary License Revenue 42 Estimated Temporary licenses (Annually) $20 Temporary license fee FY 2026 Total - $840 • Projected revenue reflects fees collected for all categories of licensure • A 3% growth rate has been estimated • It is estimated that the collection of initial license fees will begin in FY 2026. • If the number of licensees largely vary from the number estimated above, the licensure fees will be adjusted accordingly In summary, DCI assumes a cost of $1,937 (Licensure System updates/Printing and Postage) in FY 2025, a revenue of $700 ($840 Temporary Licenses Issued - $140 Printing and Postage) and $720 in FY 2027 ($860 Temporary Licenses Issued - $140 Printing and Postage) as a result of the implementation of the changes in this proposal. Officials from the Office of Administration - Administrative Hearing Commission assume the proposal will have no fiscal impact on their organization. Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the fiscal note. L.R. FY 2026FY 2027$0$0$0 FISCAL IMPACT – Small Business A direct fiscal impact to small businesses that employs dietitians would be expected as a result of this proposal. FISCAL DESCRIPTION This act establishes a temporary license for dietitians. Under the act, an applicant who has not previous taken or passed an examination recognized by the State Committee of Dietitians ("Committee") and who meets the qualifications for licensure as a dietitian may obtain without examination a nonrenewable temporary license by paying a temporary license fee and submitting to the Committee an agreement-to-supervise form that is signed by a licensed dietitian who has agreed to supervise the applicant and has active dietetics practice in this state for a minimum of one year. The temporary license shall expire the date the Committee is notified by the supervising dietitian that the temporary licensee's employment has ceased or within one hundred eighty days of its issuance, whichever occurs first. This act further provides that the supervising dietitian shall not be an immediate family member of the temporary licensee. Additionally, the act requires the supervising dietitian to submit a signed notarized form attesting that the applicant shall begin employment at a location in this L.R. No. 4414S.01I Bill No. SB 1053 Page 5 of January 3, 2024 KC:LR:OD state within seven days of issuance of the temporary license. If the temporary licensee's employment ceases, the supervising dietitian shall notify the Committee within three days. Finally, this act provides that a supervising dietitian shall not supervise more than one temporary licensee at a time. This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
