1010 To repeal section 182.645, RSMo, and to enact in lieu thereof one new section relating to

1313 Be it enacted by the General Assembly of the State of Missouri, as follows:
1414 Section A. Section 182.645, RSMo, is repealed and one new 1
1515 section enacted in lieu thereof, to be known as section 182.645, 2
1616 to read as follows:3
1717 182.645. 1. The fiscal year for each consolidated 1
1818 public library district shall be July first to June 2
1919 thirtieth unless otherwise set by the board of trustees , and 3
2020 each year the librarian shall submit to the board of 4
2121 trustees a budget for the forthc oming fiscal year. The 5
2222 board shall approve the budget after making any changes 6
2323 therein that it deems necessary. The budget shall be 7
2424 approved on or before [June thirtieth] the last day of the 8
2525 fiscal year preceding the fiscal year for which the budget 9
2626 was prepared. The board on its own motion or at the request 10
2727 of the librarian, from time to time, may amend or modify the 11
2828 approved budget. A copy of the approved budget shall be 12
2929 filed with each county commission or county executive office 13
3030 of the counties comprising the consolidated public library 14
3131 district, and with the state auditor. 15
3232 2. The treasurer of the board of trustees of a 16
3333 consolidated public library district shall receive and be 17
3434 the custodian of all money belonging to the district fro m 18 SB 1124 2
3535 whatever source derived. All funds of the consolidated 19
3636 public library district derived from local taxation to be 20
3737 used for normal operations of the district and received from 21
3838 the county collector, shall be kept in a consolidated 22
3939 library operating fu nd. All funds belonging to the district 23
4040 which are to be used for building purposes shall be kept in 24
4141 a consolidated library building fund; all funds derived from 25
4242 state aid or federal grants, other than land, building and 26
4343 furnishing grants, shall be kep t in the consolidated library 27
4444 operating fund; and the board may establish any other funds 28
4545 that it deems necessary. The treasurer shall deposit all 29
4646 moneys belonging to the consolidated public library district 30
4747 in the depositaries that are selected by th e board of 31
4848 trustees. The treasurer shall also be the custodian of all 32
4949 bonds or other securities belonging to the consolidated 33
5050 public library district. 34
5151 3. Consolidated public library district moneys shall 35
5252 be disbursed by the treasurer by appropri ate instrument of 36
5353 payment only upon due authorization of the consolidated 37
5454 public library district board of trustees and duly certified 38
5555 for payment by the president. The certification shall 39
5656 specify the amount to be paid, to whom payment is to be made 40
5757 and the purpose for which payment is being made. The board 41
5858 by resolution may direct that the signature of the president 42
5959 or treasurer be a facsimile signature in the manner provided 43
6060 by sections 105.273 to 105.278. 44
6161 4. No authorization or certificat ion shall be made, 45
6262 and no instrument of payment issued for the payment of any 46
6363 consolidated public library district indebtedness unless 47
6464 there is sufficient money in the treasury and the proper 48
6565 fund for the payment of the indebtedness and be in the 49

6767 5. The treasurer of the board of trustees shall submit 51
6868 to the board of trustees, at each regularly scheduled 52
6969 meeting of the board, an accounting reflecting receipt and 53
7070 disbursement of funds belonging to the consolidated public 54
